This article discusses one librarian’s experience with the Participatory Budgeting process in New York City. It includes information about how New York’s Participatory Budgeting process works, as well as Participatory Budgeting’s principles, and some discussion of how libraries have utilized PB. In addition, it includes discussion of how librarian skillsets can be especially useful for participatory budgeting.

In late 2019, Evo Morales was forced out of office as the President of Bolivia and charged with sedition and terrorism. Morales had spent more than two decades as an indigenous and cocalero activist, then served as President for nearly fourteen years. During this time, he and the Bolivian Movement Toward Socialism party, the MAS, oversaw a new constitution with the goals of supporting Bolivian sovereignty and democratic ideals. Morales’s version of democracy,though, is intertwined with sovereignty, and centered on increasing the rights of the indigenous peoples who brought him to notoriety. From Ideological Resource To Financial Asset: The Evolving Relationship Between Youth And The State In Putin's Russia, Eleanor Schmid

This thesis identifies four periods of Russian youth policy, and discusses how President Vladimir Putin's approach to youth and youth issues is markedly different than that of previous heads of state, and that it has evolved even within his tenure. My content coding analysis of the Federal Agency for Youth Affairs' 2013-2025 Strategy identifies the main values the Russian government seeks to impart upon youth, and my analysis of public opinion surveys of youth provides evidence that there is a connection between the 2013 Strategiia and youth attitudes and values.

Governmental sovereignty is created and maintained by mutual respect for the rule of law by the government and citizens. To maintain legitimacy, a government must act within the bounds of the contract that created it. Otherwise, the relationship founded by said contract would be nullified, as would the duties and obligations that flow from that relationship. Torture exemplifies an ultra vires act used by the United States to show the consequences of over-extended authority on political legitimacy and the rule of law. American Samoa as a self-governing U.S. territory located in the South Pacific is fortunate to be able to maintain their cultural traditions, language, and lands in all aspects- including their government. This thesis is an analysis of the withholding of information at the hands of the federal government and the subsequent creation of a culture of secrecy that threatens the freedom of information. In this research we critically review information on Virginia’s criminal justice system’s response to people with mental illness. We first investigate issues that persons with mental illnesses experience as they navigate three stages of Virginia’s criminal justice system. The stages are: first, when people with mental illness are apprehended by the police, second, when they must stand trial, and third, when they are incarcerated. At the apprehension stage, the main issues we identify are that most officers do not have proper crisis intervention training, and that there are not sufficient options for diversion from jail for people with mental illnesses. …

The connection between sovereignty and law is fundamental for both domestic (internal sovereignty) and the international (external sovereignty) purposes. As the dominant forms of government have evolved over time, so has the way in which we think about sovereignty. Written as our contribution to a festschrift for the noted Italian administrative law scholar Marco D’Alberti, this essay addresses transition between Presidents Trump and Biden, in the context of political power transitions in the United States more generally. Although the Trump-Biden transition was marked by extraordinary behaviors and events, we thought even the transition’s mundane elements might prove interesting to those for whom transitions occur in a parliamentary context. There, succession can happen quickly once an election’s results are known, and happens with the new political government immediately formed and in office.
