This paper examines the effects of the War Powers Act of 1973’s Authorisation for Use of Military Force (AUMF) system on the conduct of war, especially regarding the ongoing War on Terror. The War on Terror, began in the aftermath of the September 11, 2001, attacks when President Bush invaded Afghanistan. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Using narrative research study founded in social constructionism, I explored the lived experiences of thirty Afghan humanitarian aid workers in Kabul, Afghanistan, to discover how they experienced the war on terror. Ten participants were individually interviewed and their stories, personal experiences, perceptions, and voices have been presented in this study. I also facilitated a focus group of twenty Afghan NGO directors, and their views are echoed in the study. From 1990-2010 ecoterrorist attacks by the Animal Liberation Front (ALF) and Earth Liberation Front (ELF) created an anomaly in the U.S. with millions of dollars in property destruction. Interestingly, in a post 9/11 era, the FBI warns that the number one threat to U.S. national security is not religious terrorism, but rather environmental-group terrorism. When examining this topic further, there is a void in analysis between examining ecoterrorist attacks and U.S. public policy. There has been much literature about the economic effects of terrorism in democratic countries, but this literature often considers democracy to be a binary variable. This paper sought to explore how the effects might differ depending on the strength of a democracy. In the end, I found that the numbers of attacks and the effects of those attacks do not follow a linear path. The results for autocracies and anocracies require further analysis, but democracies have revealed interesting results. It seems that democracies as a whole have more terrorist attacks, but, within this group, the more democratic a country is …

The goal of this thesis is to identify the role of foreign Islamist charities and terrorist groups in the current conflict in Chechnya. The issue of foreign Islamism in Chechnya is introduced through a general history of the region, including the role of religion in both traditional Chechen culture and in the present war.
