This article examines the US Army’s experiences and lessons learned during military interventions in Bosnia and Herzegovina and Kosovo. It explores why these lessons did not affect the Army transformation, directed in the late-1990s by James M. Dubik, John W. Hendrix, John N. Abrams, and Eric K. Shinseki.

The article aims at examining how policy could be transferred as a complex and dynamic process in terms of internationalization and globalization. In addition, it will explore significant channels for the international movement of ideas, policies, and practices through an international policy learning process formed in policy transfer, lesson drawing, policy diffusion, and policy convergence. Further, it is argued that policy transfer literature is increasingly central, leading to the development of related topics in comparative politics and public policy. The problem of corruption has occurred in many government institutions. Corruption is not only occurred in legislative institutions such as DPR, DPD, or DPRD, but also in executive institutions, such as ministries. Corruption in the Ministry of Religious Affairs is chosen to be explored in this paper because of its supposedly commitment and tightly intricate with moral and religious values to oppose any practices of corruption. The Basic Agrarian Law No. 30 Year 1960 stipulates that the Indonesian state (both the central and regional governments) is the sole authority on land that may control and give out land rights to its citizens. However, the implementation of Yogyakarta Special Region Law No. 13 Year 2012 (UUK) did not only give the Sultanate of Yogyakarta a definite status as a legal entity, but also its claims on and authority over its owned land, the Sultanaat Grond (SG). This article will outline the factors that can drive the success of a civil society orga¬nization at the village level in influencing decisions by local governments, with case study of the Sekar Mulyo farmer group in Batu City. The question raised is why the Sekar Mulyo farmer group influences the local agriculture and infrastructure policy more successfully in Batu City in 2009-2016. This article uses qualitative approach by using primary and secondary data. The research found that there are determinants of success are collaborative strategies of civil society organizations, social capital, and clientelistic relation.

This article examines the ways in which Turkish Radio and Television Institution (TRT), as the public service broadcaster of Turkey, has been mobilized by the Justice and Development Party (JDP) to contribute to the dissemination of a neo-Ottomanist discourse in the neighboring geographies. Our focus is on two expansions of TRT, namely TRT Avaz and TRT El Arabia, that aim at reaching markets outside the national borders of Turkey. Our interest here lies in three intersecting phenomena. This article examines Scandinavian donor practices in Bosnia-Herzegovina (BiH) with regards to post-conflict justice activities. BiH has been a laboratory of reconstruction, peace-building and transitional justice processes since the end of the war in 1995. While issues related to rebuilding and developing war-torn societies and their economies have attracted extensive scholarly attention, the question of international aid practices in transitional justice contexts remains widely understudied. Although the influence of nongovernmental organizations (NGOs) in reconciliatory transitional justice work has been growing, the relationship between international donors and local NGOs involved in these projects remains very limited. What are the cross-cultural experiences of Saudi sojourners studying in the United States that lead to intrapersonal identity conflict? Sojourner identity conflict is a foundational issue in culture shock and can promote or limit positive relationships between Saudi and American students. It is important to study Saudi sojourners’ cultural backgrounds and the factors that inhibit or promote assimilation into their host culture to ensure the success of cultural exchange through providing data needed to learn how to best ameliorate the dissonance caused by identity conflict. Unapologetically Queer In Unapologetically Black Spaces: Creating An Inclusive Hbcu Campus, Emily Lenning

Historically Black colleges and universities (HBCUs) are notoriously perceived as unwelcoming towards lesbian, gay, bisexual, transgender and queer (LGBTQ) students, and are considerably behind predominantly white institutions (PWIs) in regards to providing supportive and affirming environments. Fewer than 25% of the 105 HBCUs in the United States have LGBTQ student organizations, and only three have established LGBTQ resource centers. This article, written by the co-founder of one of these centers, is a reflexive exercise that describes the history, successes and challenges of developing and sustaining a LGBTQ resource center on one HBCU campus. "I Know It (Racism) Still Exists Here:" African American Males At A Predominantly White Institution (Pwi), Ray Von Robertson, Cassandra Chaney

This qualitative study examined the experiences of African American males at a PWI (Predominantly White Institution). The focus on African American males is deliberate because, as a group, they have the highest attrition rate of any college demographic. Utilizing in-depth interview data from 12 African American males at a PWI, this project delineated the nefarious station of black males who experienced racism and racial microaggressions in a purportedly post-racial, colorblind society. Qualitative analysis of the data revealed the following two themes: (1) Racism and Racial Microaggressions and (2) The African American experience is not important to faculty and the university. …

Despite an increase in the number of PhDs earned by women and faculty of color in recent decades, they are less numerous among faculty at US colleges and universities. This scarcity is most pronounced at the level of full professor. Why are women and faculty of color not reaching the upper levels of academia? Previous research in the cultural taxation literature suggests that women and faculty of color experience heavier service burdens than their white male colleagues. The idea that differences in race, gender, religion, sexuality, age - or other categories deemed unworthy of group inclusion shouldn’t matter when it comes to people’s access to all that a society has to offer is central to the teaching of diversity. Diversity courses can be powerful vehicles, not only for teaching students about social change and reclaiming the principles of past and present civil rights leaders, but also for refuting the notion that we already live in a largely egalitarian society.

Racial Attitudes Of University Faculty Members: Does Interracial Contact Matter?, Rebecca Folkman Gleditsch, Justin Allen Berg
Humboldt Journal of Social Relations
Using primary data from a Midwestern university, this study examines racial attitudes of white faculty members. Contact theory is used to understand the variation in the number of racial minority students that white faculty members advise, independent of individual characteristics and social organizational factors. Findings indicate that white faculty members rate Asian/Asian American college students most favorably overall. In general, faculty then ranked white, African American, Latino, and Native American college students in descending order with respect to a host of characteristics. This paper is an empirical extension of Avidit Acharya, Matthew Blackwell, and Maya Sen’s piece (forthcoming), “A Culture of Disenfranchisement: How American Slavery Continues to Affect Voting Behavior.” In their project, Acharya, Blackwell and Sen (forthcoming) show that the counties that had more slaves versus free population in the nineteenth century are more likely to exhibit conservative attitudes in contemporary elections. I am extending this argument by measuring potential influence of Civil War battlegrounds on recent voting patterns and political predispositions. My project finds further support for Acharya, Blackwell and Sen’s study on the predictive power …
