The US Army War College People’s Liberation Army Conference (PLA) Conference was held March 31 to April 2, 2022, at Carlisle Barracks, Pennsylvania.
The conference focused on PLA logistics and sustainment. As the PLA continues to build and modernize its combat forces, it is important to examine if the capabilities meant to support combat operations are also being developed.

Although the People’s Liberation Army is not yet a global expeditionary force on par with the US military, the former has nevertheless significantly expanded its ability to operate abroad. Through enhanced technological capabilities, robust relationships with foreign militaries, increased access to overseas military bases and dual-use facilities, and the implementation of major structural reforms, the People’s Liberation Army has built a more integrated joint force capable of conducting a wider and more complex array of missions. For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

Using US military aid as a lever to achieve human rights reforms has proven only marginally effective. This article examines the approaches employed by the Obama and Trump administrations to US military aid to Egypt and proposes practical steps that can be taken by policymakers and the military personnel on the ground to advance US human rights values.

The concept of hybrid war has evolved from operational-level use of military means and methods in war toward strategic-level use of nonmilitary means in a gray zone below the threshold of war. This article considers this evolution and its implications for strategy and the military profession by contrasting past and current use of the hybrid war concept and raising critical questions for policy and military practitioners.

Statistical evidence suggests Army battalion commanders are significant determinants of the retention of their lieutenants—especially high-potential lieutenants. Drawing on Samuel P. Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. It reviews how the US Army implemented this phase following the Civil War through the post–Vietnam War years and the implications for the officer corps.

The 27th annual People’s Liberation Army (PLA) Conference—“The People in the PLA” 2.0—revisited a theme first explored at the 2006 conference but understudied since. This volume examines how the structure, education, training, and recruitment of PLA personnel have changed in the last decade and in the Xi Jinping era.
Structural changes in the PLA have centered around two poles: improving the warfighting readiness of the PLA and strengthening Communist Party of China (CPC) control of the PLA. In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them.
This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in …

This monograph considers how a classical challenge that commanders face in war—namely, making critical decisions on the basis of limited and often unreliable information—has been exacerbated in the era of big data. Data overload complicates the intelligence community’s efforts to identify and exclude disinformation, misinformation, and deception, and thus hampers its ability to deliver reliable intelligence to inform decision-makers in a timely manner. The military commander remains responsible for making a final decision, yet the great wealth of data now available through the intelligence cycle amplifies the risk of decision paralysis. Radical Islamist online magazines first appeared in November 2003 with the publication of Sawt al-Jihad (Voice of Jihad) in Arabic. This magazine discontinued publication in April 2005 after 29 issues, having been shut down by the Saudi security services. The magazine was produced by the Saudi branch of al-Qaeda that later evolved into al-Qaeda in the Arabian Peninsula (AQAP). It called upon other al-Qaeda groups to develop and franchise their own magazines.
