In May 2023, Uganda enacted a law criminalizing homosexuality. The Ugandan parliament and President Yoweri Museveni defended the enactment of this law, arguing that homosexuality directly violates Ugandan cultural norms and Biblical doctrines. In response to this legislative action, the United States immediately condemned the law and threatened to withdraw the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), along with other forms of assistance and investments. Despite this, many Ugandans, supported by their leaders, publicly expressed their willingness to accept the aid suspension rather than repeal the law. In 2016, Wright College became a partner in the U.S. Department of State’s Diplomacy Lab program, which provides students the opportunity to undertake research projects that further U.S.’s foreign policy goals. Through Diplomacy Lab, students not only gain a rich educational opportunity working on real-world problems, but the Department of State can utilize an untapped source of intellectual talent. Since becoming a partner, Wright faculty have worked on 20 separate projects with over 350 students participating. This paper evaluates the historical stances of the United States with the international norm against genocide. It further examines how U.S. positions in precedent cases of genocide may help frame the U.S. response to the current crisis in Xinjiang, China. This paper reviews the historical record of the instances when the U.S. government has designated past atrocities to be considered genocides, and identifies patterns of continuity and change in the decision-making process of the U.S. This work then applies the theories of liberalism, constructivism, and realism to interpret the actions of the United States when deciding to recognize genocide formally. …

This dissertation constructs a framework to investigate the impact of remittances on the recipient countries in the context of the Middle East and North Africa (MENA) and the European Union (EU). The framework will explore the effects of labor migration induced by bilateral labor agreements (BLAs). Such labor agreements are guided by the desire of autocratic governments to utilize their citizens to finance social contracts to sustain the authoritarian systems. Rather, the U.S. projected its influence to secure the Middle East’s balance of power, the global oil market, and American hegemony. This thesis seeks to determine which international relations theory best explains the United States involvement in the Arab Spring, and to ascertain if the goals set by those theories were met. Through the literature, I determine that two theories offer reasonable yet competing explanations of US involvement, and that these theories are first, defensive realism, and second, democratic peace theory. I employ the analytic method of pattern matching to compare each theory against the empirical record. This dissertation examines the ideational background of Russian foreign policy, with a particular focus on ideas relevant to Russia’s conflicts with Georgia in 2008 and Ukraine in 2014. Two broad approaches to Russian foreign policy – nationalism and pragmatism – present distinct views on Russia’s international role. Nationalism incorporates strong anti-Western and neo-imperialistic ideas with emphasis on Russia’s unique international mission and advocates a confrontational stance. Pragmatism conceptualizes Russia as a great world power but proposes a concert-based foreign policy that avoids a direct military confrontation. Rudyard Kipling once described and wrote about the Great Game as a way to outline 19th century great power politics in the struggle for empire in Central Asia. While Kipling’s tale of spy-craft and espionage is fiction, the political philosophy behind the story has never lost relevance. The struggle for political dominance in Central Asia continued through the twentieth century in the Cold War as well as into twenty-first century after the terrorist attacks on September 11, 2001. This paper seeks to reconcile performative theorizing, which captures the place of systems of thought on foreign policy practice, and broader sociological approaches that link networks and institutions across space, especially as they relate to the global economy. Once developed, the theory, which is termed here ‘spatial performativity’, is applied to recent efforts to promote industrialization through the development of special economic zones in Ethiopia. In doing so, attention is drawn to a burgeoning area of African and Chinese foreign policy and economic cooperation.

In this article we focus on the mass shootings of Asian women at Atlanta spas. After the perpetrator killed six Asian women, he told the police that he wanted to eliminate “all Asians” and spoke of the “temptation” of the massage parlors and spas. We ask at what point will these forms of anti-Asian violence first be acknowledged, and then seen as a clear and present danger? The South China Sea dispute challenges the future development of maritime legal order and international law. China’s behavior in the South China Sea challenges widely accepted rules governing maritime jurisdiction worldwide as it tries to expand the limits of its jurisdiction. In China’s view, the Arbitral Tribunal in Philippines v. China also challenged the jurisdiction of the UNCLOS by taking a highly political issue related to sovereignty. What role do domestic audiences play in authoritarian policy making? This study examines the relationship between newspapers and assertive foreign policy. Specifically, this study conducts content analyses of state-published newspapers during periods of unprecedented assertiveness in the South China Sea. Borrowing from Galtung’s theory of peace journalism, this study analyzes valence patterns used in 99 separate articles published in Xinhua, China Daily, People’s Daily, and Global Times. Since the start of Donald Trump’s run for the U.S. presidency in 2015, he has been critical of the amount of money U.S. allies contribute to their own defense.

Now, the Trump administration is demanding that Japan and South Korea pay more for hosting U.S. troops stationed in those countries.

The media also reported that U.S. military leadership in South Korea discussed the possibility of withdrawing up to 4,000 troops from South Korea if it does not increase its contributions. The Pentagon has since denied having such plans.

There is a debate taking place within the global war on terror (GWT), and its legal and moral parameters are established by two basic arguments. The first is that “Citizens who associate themselves with the military arm of the enemy government, and with its aid, guidance and direction enter this country bent on hostile acts are enemy belligerents within the meaning of the Hague Convention and the law of war” (Ex parte Quirin, 37).
