Terrorism has always been a part of human history in various forms. However, it had not been such a clear and present danger until the 9/11 attacks. After the 9/11 attacks, terrorism evolved into a new kind of terrorism only aiming to change a system with sensational attacks that cause so many deaths. Nowadays, a security regime for protecting nuclear and radiological material—providing an intelligent national regulatory institution and establishing national security laws—is necessary in order for a state to ensure security of nuclear and radiological materials used within its borders.
This paper focuses on discussing the opportunities and challenges facing the future of nuclear security after the creation of the new Moroccan Agency of Nuclear and Radiological Safety and Security.

Ultimately, it is the responsibility of each state to prevent and combat illicit nuclear trafficking by screening all cargo and travelers entering, exiting, and transiting through its borders. Nuclear security programs that offer training and capacity building opportunities to practitioners working in nuclear facilities play a central role in strengthening the global nuclear security architecture. There is often a significant divide, however, between both the development of these programs and their implementation, and between the programs’ intended and actual outcomes. As this article will argue, this disconnect can often be attributed to an absence of cultural awareness and an inability for internationally-designed programs to effectively resonate with local audiences. The foundation of preserving and enhancing global nuclear security rests on three fundamental pillars: nuclear disarmament; preventing further proliferation of nuclear weapons; and international cooperation aimed at safeguarding nuclear materials. Today, experts argue that the recent decision of Russian president Vladimir Putin to cut cooperative efforts to secure nuclear materials are placing in peril the future of international efforts to promote global nuclear security. We argue that in addition to the clear erosion of the third pillar of nuclear security, there are more threatening ramifications resulting from the recent actions of Russia in Ukraine.
