A Dance Of Shadows And Fires: Conceptual And Practical Challenges Of Intergenerational Healing After Mass Atrocity, Brandon Hamber, Ingrid Palmary
Genocide Studies and Prevention: An International Journal
The legacy of mass atrocity—including colonialism, slavery or specific manifestations such as apartheid—continue long after their demise. Applying a temporal intergenerational lens adds complications. We argue that mass atrocity creates for subsequent generations a deep psychological rupture akin to witnessing past atrocities. This creates a moral liability in the present. Healing is a process dependent on the authenticity (evident in discourse and action) with which we address contemporary problems. A further overriding task is to open social and political space for divergent voices. Acknowledgement of mass atrocity requires more than one-off events or institutional responses (the grand apology, the truth …

This work provides historical and contemporary overviews of this critical geopolitical problem, describes the policy actors addressing this in the U.S. and selected other countries, and provides maps and information on many undersea cable work routes. These cables are chokepoints with one dictionary defining chokepoints as “a strategic narrow route providing passage through or to another region."

President Biden's "America is back" pledge holds the potential to be put to the test with the ongoing crisis in Libya. The internationalization of the post-Ghaddafi Libyan breakdown, strained by great-power competition (GPC) dynamics, poses nonnegligible threats to the United States (US) national security that extends beyond Libya per se. Reframing the conflict from yet another Middle East and North Africa (MENA) conflict to an urgent multilateral Mediterranean security challenge will help elevate the country's profile on the global stage. Since the end of World War II, the United States has developed and maintained its strategic alliances with Japan, South Korea, the Philippines, and Taiwan, and has worked to contain China through bolstering its deterrence strategy. However, after a century of humiliation, China is modernizing its military capabilities, improving in trade, and increasing political cohesion to become a regional hegemon. In light of these changes to the international order, the United States must re-evaluate its East Asian alliances and its current military and economic deterrence strategy against China. This dissertation examines the effects that policies instituted to restrict the diffusion of technology between countries have on the development of technology and international relations. Diffusion restrictions such as export controls or strategic trade controls are often instituted for the purpose of increasing the national security of the implementing country. However, this project theorizes that these types of restrictions can have unforeseen effects on the level of technological development in the implementing country and other countries around the world. Sino-Indian Border Disputes In An Era Of Strategic Expansions, Roman Muzalevsky

The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.

For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

Deterring a Chinese invasion of Taiwan without recklessly threatening a great-power war is both possible and necessary through a tailored deterrence package that goes beyond either fighting over Taiwan or abandoning it. This article joins cutting-edge understandings of deterrence with empirical evidence of Chinese strategic thinking and culture to build such a strategy.

Canadian Financial Imperialism And Structural Adjustment In The Caribbean, Tamanisha J. John

From the start of the early 1980s, structural adjustment was already normalized in the Caribbean given the power of a variety of self-interested actors, including the U.S., IFIs, and Canadian investors who continued to advance and support— by any means necessary— structural adjustment policies in the Caribbean. Debt traps, coupled with incursions on Caribbean state’s sovereignty would see the neoliberal and capitalist doctrine accepted by all of the independent states in the English-speaking Caribbean region by the mid-1980s. Structural adjustment drastically intensified the existing inequalities in states and removed the ability for governments to alleviate these situations. Alongside Caribbean structural …

Pinpointing Patterns Of Violence: A Comparative Genocide Studies Approach To Violence Escalation In The Ukrainian Holodomor, Kristina Hook

This article utilizes the case study of the 1930s Ukrainian Holodomor, an artificially induced famine under Joseph Stalin, to advance comparative genocide studies debates regarding the nature, onset, and prevention of large-scale violence. Fieldwide debates question how to 1) distinguish genocide from other forms of large-scale violence and 2) trace genocides as unfolding processes, rather than crescendoing events. To circumvent unproductive definitional arguments, methodologies that track large-scale violence according to numerically-based thresholds have substituted for dynamics-based analyses. Able to address aspects of the genocide puzzle, these methodologies struggle to incorporate cross-cultural contextual variation or elicit ripe moments for specific, real-time …

This paper tracks the Eisenhower Administration’s shifting policy towards Cuba and its use of covert imperialism to obtain its objectives. The policy considerations of the United States centered around a convenience for American interests. The support for the Batista regime, despite its oppression, exacerbated anti-American sentiments in the Cuban Revolution and put it on a collision course with American interests. As engagement failed, Cuba nationalized, and tensions escalated, the Eisenhower Administration initiated a campaign of covert imperialism that sought a government more in line with its interests. Since the 1963 Sand War, there has been a constant progression of tension between the countries of Morocco and Algeria. From physical space–the Western Sahara and border denotation–to diplomatic relations, Morocco and Algeria may never be the same after their colonization in the early 19th century. Due to the rise in extremist rhetoric, political accusations, economic instability, and social violence, the Moroccan-Algerian relationship can only get worse from here.
