This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

Huey Long’s use of the phrase “lyingnewspapers” to discredit negative publicity is commonly cited as evidence of his negative relationship with the mainstream press, but he did not always hold a hostile view toward newspapers. Before the press turned against him during his enemies' attempt to impeach him as governor in 1929, newspapers were one of his central tools for political advancement. He devised strategies to attract press attention and relied on newspapers to publicize himself and propagate his ideas more frequently and consistently than he used circulars or radio broadcasts, which are commonly attributed to his political success. From 2011 to 2015, a rise in anti-Americanism was strongly reflected in Russian public opinion during President Vladimir Putin’s third term. The study examined the phenomenon of anti-Americanism in Russia and the role of state-controlled mass media in promoting anti-American attitudes. Statistical analysis of polls conducted in Russia by the Pew Research Center in 2012 demonstrated that anti-Americanism in Russian society should not be treated as a monolithic phenomenon. A segment of the Russian populace held a strong and deep-seated anti-American ideological bias that affected its perception of everything related to the United States. This thesis provides an exploratory overview of the role the El Mercurio newspaper played along with the military after the Chilean coup of 1973. The study reviews the contents of the newspaper’s front pages, including their coverage of the events during the coup. The thesis will show how the paper revisited its coverage each year on the September 11th anniversary, beginning with the years dominated by the military government, from 1973 through 1990, and continuing through the transition to democracy, from 1991 through 2007. This thesis sought to explore the use of propaganda by al Qaeda through the lenses of established propaganda theorists and theories. Through analyzing former al Qaeda releases and case studies in the context of propaganda theory this thesis established a clearer understanding of the effectiveness of al Qaeda's propaganda. After analyzing the propaganda and case studies it was discovered that the rate of those engaging in attacks based on al Qaeda's online influence operations is insignificant. The Battle of Algiers from a historical perspective does provide the view with a lot of attention to detail but it is a very simplistic in representing the national liberation struggle within Algeria and among the major groups, such as the FLN and MNA. Also missing is the French perspective be it in leadership circles or the intellectual circles that showed sympathy to the Algerian cause. In June 1954, President Jacobo Arbenz Guzman of Guatemala resigned in the face of a coup led by Colonel Carlos Castillo Armas. While the United States publicly denied involvement, the coup was in fact the culmination of a plan called PBSUCCESS (CIA codeword), led by the Central Intelligence Agency (CIA). Although PBSUCCESS lived up to its namesake, it was aided (both intentionally and unintentionally) by various U.S. media outlets.
