The political process between the Palestinians and the Israelis did not lead to the establishment of an independent and sovereign Palestinian state in accordance with the settlement option that led to the signing of the Oslo Accords in 1993, or as stipulated in international legitimacy. Accordingly, there has been a great debate within the Palestinian arena about the effectiveness and importance of the negotiating option in achieving Palestinian political goals in the future. China's Use Of Nontraditional Strategic Landpower In Asia, Sheena Chestnut Greitens

This article argues that the People’s Republic of China uses its police and internal security forces as a nontraditional means of projecting strategic Landpower in the Indo-Pacific and Central Asia. Instead of limiting analysis of China’s power projection to military forces, this article employs new data on Chinese police engagements abroad to fill a gap in our understanding of the operating environment in Asia. Policymakers will gain an understanding of how these activities enhance China’s presence, partnerships, and influence across the region to inform the development of recommendations for a more effective response.

Us-Taiwan Relations And The Future Of The Liberal Order, Christina Lai

Strengthening ties with Taiwan is the best chance the United States has to preserve the liberal international order in Asia and improve its security relative to China. This study offers a normative perspective on how Taiwan can contribute to US-led international institutions and the Asian regional order and reduce conflict risk. It concludes with recommendations for the United States and its partners to integrate Taiwan into multilateral institutions in Asia.

The paper argues that the rise of China to a position of prominence in the contemporary world offers Western scholars a greatly expanded comparative perspective and, thus, an opportunity to re-assess their fundamental view of social reality. This comparative perspective draws attention to supra-national cultural unities, “civilizations,” first suggested by both Durkheim and Weber.
There are deficiencies in the current understanding of “civilization” in the social science literature, among others exemplified by “civilizational analysis,” and so this paper proposes a new concept which adds to the conceptual apparatus of sociological theory a new — fully independent of others — variant …

The South China Sea is home to natural resources and reefs that benefit its surrounding states. International law divides these waters to grant certain rights to each coastal state so as to ensure fair distribution of the waters. As of late, China’s actions in the South China Sea frequently violate the distribution of waters under international law. They have infringed upon the Philippine’s waters and attempted to establish authority over most of the South China Sea, rather than remaining within their own waters. Taiwan has become increasingly important to the United States and its allies as the Russia-Ukraine War has united democracies against authoritarian expansionism and indeed has developed an international democracy-authoritarianism dynamic in global affairs. Part one of this article clearly outlined the geopolitical, economic, and soft-power reasons why Taiwan is strategically important. Part two reviews the development of US and allied policy statements on Taiwan—from the invasion of Ukraine in 2022 to the present—and provides policymakers and military strategists with incremental but realistic recommendations for understanding the current dynamic of the region and fashioning responses to deter further authoritarian aggression.

Philip Ball addresses and goes well beyond the materialist paradigm of Karl Wittfogel’s hydraulic thesis, which described the role of water management in China as stimulating state development. This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

Throughout the course of history, the ancient Chinese notion of the Mandate of Heaven has played a fundamental role in guiding China’s foreign relations. The Mandate of Heaven is based upon the idea that the ruler of China has the authority to reign from Heaven. China has been rapidly accumulating naval capabilities for nearly 4 decades with the ambition of pursuing blue-water-navy forces through its People’s Liberation Army Navy (PLAN). The cosmology of China is indeed strikingly similar to the metaphysics of Leibniz, but precisely where the two resemble each other, the former is unmistakably different from Christianity. China and Africa have had contacts since time immemorial. It is, however, in the last two decades that China vastly increased its engagement with Africa, following the first Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) that took place in 2000 and the Beijing Summit held in 2006. This article investigates that relationship between e’gao (parody using web-based media) and Chinese civil participation. E’gao (恶搞 EUH-gow) uses videos, images, and text based campaigns that use humor to remove fear of political commentary and action. By detailing the development of China’s internet use, and the creation of the e’gao movement, I argue that e’gao removes the fear of participating in campaigns and movements, which criticize government policy and actions on both local and state levels, by using humor and anonymity of large online numbers. An important driver of relative decline in America’s international standing is the failure of its political elites to define reality-based foreign policy goals and to relate the diplomatic, economic, and military means at Washington’s disposal to realizing them—the essence of “grand strategy.” For several decades, American policy has been pulled in opposite directions by two competing models of grand strategy. On Chinese Foreign Policy: A Big Stick, An Equally Big Carrot, Hannah K. Fishman

This paper attempts to provide a framework for analyzing China's newfound assertiveness. Does a rising China pose a systemic threat to the world order, or will Beijing's rise be characterized by what policy officials refer to as a "Peaceful Rise"? This paper argues that China is "building a bigger stick and a bigger carrot" to increase its hard and soft power capabilities; however, this policy won't necessarily pose a threat. The United States must strengthen Western-central international institutions and guide Beijing into this framework if the US wants to see a "Peaceful Rise."
