This study is the first quantitative look at the effects of financial education on savings outcomes for the poor in Individual Development Accounts. The findings suggest that financial education has sizeable effects, and that courses need not be long to take advantage of them. Marketing and public-policy implications are noted.

This paper illustrates the potential for management information system (MIS) technology to integrate information collection, management and reporting within a single program or network of organizations. Properly devised and created, MIS applications improve administration, service delivery and practice evaluation. Three strategies are offered to guide the design and development of MIS software. This paper is based on lessons from the production and implementation of MIS software that serves as a management and evaluation tool for a nationwide policy demonstration. Data from the MIS have helped to shape state and federal policy.

Effective community development requires the establishment of links among multiple organizations and institutions. How well the network functions depend on the specificity and accuracy of the information exchanged. In this paper, we illustrate how the introduction of a management information system (MIS) to a network of economic development programs across the United States meets the diverse information needs of the multiple members and standardizes their communication. We discuss how the MIS, as a tool for community development, supports the collection and flow of information among network members, leading to expansion of the network. Microfinance—both credit and savings—has potential to improve the well-being of poor women in developing countries. This paper explores practical ways to achieve that potential. Based on lessons from informal saving mechanisms that women already use, the paper proposes two savings services designed to address the development issues that confront women. The proposals call for safe-deposit boxes and for matched savings accounts for health care or education.

Poverty is associated with negative health outcomes, including depression. Little is known about the specific elements of poverty that contribute to depression, particularly among African- American women at risk for type 2 diabetes. This study examined the relationships of economic and social resources to depression among African-American women at high risk for the development of type 2 diabetes (N=181) using the Conservation of Resources (COR) theory as a conceptual framework. Women were assessed at three time points in conjunction with a dietary change intervention. At baseline, 40% of women reported clinically significant depression and 43.3% were below the poverty line. …

A Framework Of Asset-Accumulation Stages And Strategies, Sondra Beverly, Amanda Moore, Mark Schreiner

We propose that asset accumulation occurs in three stages. In the first stage (reallocation), current resource inflows must exceed current outflows. To meet this objective, people reallocate resources from current consumption, current leisure, or future consumption or leisure. In the second stage (conversion), people may convert resources from liquid to illiquid forms. In the third stage (maintenance), individuals resist temptations to dissave. We suggest that people adopt psychological and behavioral strategies to achieve each of these objectives. Putting the two types of strategies together with the three stages of asset accumulation results in six strategy groups. We provide examples of …

Developing A Virtual Library For An Overseas Campus, Judith M. Nixon

This article describes the development of a ‘virtual library’ for all off campus users. One of the major imputes for the virutal library was so we could delivery our electronic resources to our new overseas campus. Three major goals were accomplished by the day the overseas campus opened. Many of our electronic resources were moved to WEB-based delivery, a proxy server was set up to authenticate off-campus users and allow use of the WEB delivered databases, and a Windows Terminal Server was set up to deliver CD-ROM based databases.

The communists' electoral victory and the elevation of Voronin to the Presidency drew Moldova closer to the Russian Federation and raised new questions about the stability of the Dniester Moldovan Republic.

The existence of the DMR no longer serves Russian interests as it did in the past.

The prospects for confrontation between the DMR and Moldova are greater today as a result of the Communist Party victory.

While President Voronin has privately expressed his disdain for the DMR leadership, he seems willing to accept the existence of the DMR.

A move toward Montenegrin independence would cause Serbian public opinion to focus inward and would likely be the first step in the process towards true democratic evolution. Russia is not likely to support Montenegrin independence and Russia is unlikely to take decisive action to save the Yugoslav Federation. The removal of Slobodan Milosevic from power will have a modest impact on the prospects for maintaining independence.

The Gagauz leadership has advanced several basic demands. The first category of demands relates to economic concerns and these appear to be the most fundamental. The situation that they insist be addressed in that there is an economic disparity between Gagauzia and the rest of the Moldovan Republic.

If one looks beyond the rhetoric of Comrat, Gagauz political demands are secondary to the economic ones. They demand political parties that would operate in local elections. They want more seats in the Moldovan Parliament and believe that all laws should be published in the Gagauz language as well as in Russian …

Sufism is one of the most important religious movements in Chechnya. It is significant because it is a popular rallying point and, to the external world, it is not obvious who is or is not a member of these clandestine brotherhoods. Sufism gives its adherents an organizational basis that is somewhat like that of the early communist party. There are twenty-seven religious movements operating in Chechnya today. Kunta Hadji is one of the most important of these and is associated with the Qadiriya brotherhood, generally regarded as the second most important of the Soviet-era brotherhoods.

Religious diversity has had a dramatic impact on the development of the North Caucasus region. People do not indentify primarily with either a national or international Islamic community. The fundamentalist Vakhabite community has become a major regional force during the past decade in spite of numerous efforts to suppress its influence. Official suppression of the Vakhabites has resulted in the emergence of a clandestine Vakhabite network supported from abroad. The study of children's social and emotional development requires that attention be paid to such factors as dispositional/biological factors (e.g., temperament), familial interactions and relationships, social contexts (e.g., school, neighborhood), and culture. For example, Hinde (1995) has advanced the notion that development be considered from a multi-level perspective beginning with individual characteristics and progressing the interaction, relationship, and group levels of analysis and conjecture. At the level of the individual child, developmental scientists have studies such constructs as temperament that might lead to problematic social or behavioral outcomes. Indeed, play, in its various forms, represents a serious business – not only for the active participations, but also for students of the phenomenon. The 4 articles in this special issue make important contributions to both family and religious studies as well as to their interface. This commentary begins by considering 4 unifying themes present across all of the articles, including meaningful religion-family linkages, the importance of gender differences in the faith-family interface, the significance of intergenerational relationships, and the need for better theory.
