The greatest experts on the situation of the marginalized peoples of the world are the marginalized communities themselves. This paper explores how participatory monitoring & evaluation can be a powerful tool for giving voices to marginalized communities, ensuring that the voices of beneficiaries and local stakeholders are heard and inform sustainable project design. It analyzes a participatory monitoring and evaluation methodology implemented for women’s credit cooperatives in Gujarat, India by the Human Development & Research Centre, and examines lessons to be learned to design evaluations facilitating inclusive development.

Implementation Of A Participatory Approach To Monitoring And Evaluation: Literature Review & Case Study Application, Lucas Sokol-Oxman

A literature review is presented drawing from a variety of experts and practitioners who discuss their knowledge and experience with participatory monitoring and evaluation (PM&E). The findings suggest that the broader participation of stakeholders further enhances the quality and credibility of monitoring and evaluation (M&E). Collaboration and engagement between implementors and beneficiaries enhances the sustainability of program outcomes after the program’s involvement ends. Recommendations are made about how participation could be incorporated into the implementation of an M&E system for Women Thrive Worldwide. Additional resources to facilitate the development of a PM&E system are offered.

The purpose of this project is to alleviate stigma from the HIV community in San Luis Obispo, CA by creating an outreach program, “Know Your Status,” that raises awareness of HIV education and prevention. Research on HIV stigma and on ideologies for program development and implementation shows that HIV positive individuals face both internalized and externalized stigma. Program development and implementation can be effective by assessing and addressing the specific needs of those living within the community. A Resistance, Remembered? Remembrance, Commemoration And The Parallel System In Prishtina, Kosovo, Conner Gordon

Though the 1999 war that liberated Kosovo from Serbian control is over fifteen years in the past, memories of the 1990s still remain in a state of chaos. This paper approaches the development of these collective memories through interviews with Prishtina residents about the memories and legacy of Ibrahim Rugova’s parallel structures in the 1990s. Though they draw from similar narratives as memories of the Kosovo Liberation Army’s armed resistance, memories of the nonviolent resistance play a vastly different and largely underrepresented role in current Kosovar Albanian public discourse. Several researchers have identified social capital as a means to improve the social sustainability of communities. While there have been many studies investigating the benefits of social capital in homogeneous White communities, few have examined it in Black homogeneous communities. Also, there has been limited research on the influence of racism on social capital in African American communities.
