This qualitative research study explores how academic librarians working in Canadian public research-intensive universities experience the space/time of information literacy, the neoliberal university, and the knowledge economy. Information literacy lies at the intersection of higher education and the knowledge economy: it became a priority for librarians in Anglo-American countries in the 1980s in the context of neoliberal educational reforms intended to better prepare skilled workers for the “information society” (Behrens, 1994; Birdsall, 1994).

During the past five years (2010-2015), U.S. universities experienced a simultaneous downturn in financial support along with rapid changes in technology and increased demand for accountability. Academic libraries, among the most central and visible units in the university system, were often at the forefront of financial cutbacks and increased pressure to demonstrate both unit effectiveness and closer alignment with the overall institutional mission. Proposal development is a very complex process. While the existing river of instructional materials for proposal development runs wide, the body of empirical research regarding this topic is narrow, especially concerning information behaviors surrounding the process. This study responds to this need as an empirical examination of a user-based method for improving our understanding of proposal development information behaviors.
