Work and learning are essential facets of our existence, yet sociocultural barriers have historically limited access and opportunity for women in multiple contexts, including their professional pursuits. Such sociocultural barriers are particularly pronounced in technical domains and have relegated minoritized voices to the margins. As a result of these barriers, those affected have suffered strife, turmoil, and subjugation. The domain of disaster risk management is rife with discursive contentions, whereby dominant discourses amplify the powers of risk actors to precipitate and reinforce political, economic, and environmental inequalities that predispose different sections of the population to unequal disaster risk vulnerabilities. Successful One-to-One Computing Initiative implementation requires educators to communicate and collaborate effectively with everyone in the learning community. However, other factors such as teacher’s professional development, student’s perception, and parent’s perception often affect the implementation of the One-to-One Computing Initiative. School districts, which serve low-income areas in Mississippi, have difficulties ensuring students and communities have access to the information technology they need to participate outside the school setting. The data mining sanitization process involves converting the data by masking the sensitive data and then releasing it to public domain. During the sanitization process, side effects such as hiding failure, missing cost and artificial cost of the data were observed. Privacy Preserving Data Mining (PPDM) algorithms were developed for the sanitization process to overcome information loss and yet maintain data integrity. While these PPDM algorithms did provide benefits for privacy preservation, they also made sure to solve the side effects that occurred during the sanitization process. This dissertation systematically examined the Beijing Police Department (BPD) daily use of social media and citizens’ comments it received. Previous studies in the field of e-government and political communication in the Chinese context focused only on the measurement of quantitative indicators of government use of social media or a single event.
