A successful large-scale cyberterrorism attack has never been conducted against the United States, yet cyberterrorism is a real and evolving threat. The United States assumes a largely defensive posture toward the thousands of daily cyberattacks conducted against the country, allowing cyberterrorists to probe and execute cyberattacks with broad impunity. The United States would most likely respond to a successful large-scale cyberterrorism attack within a framework of regulations concerning physical acts of terrorism since no policy exists on how to respond to major cyberterrorism attacks. Open Government Data (OGD) is becoming an increasingly popular initiative around the world. OGD initiatives have a broad number of stakeholders from different sectors and are influenced by many political, societal, and technological factors. In this thesis, I used the notion of Open Government Data Ecosystem (OGDE) as a holistic perspective to the OGD phenomenon, which encompasses important actors, their reciprocal interactions, and their impacts on the OGD environment.

This study investigated the knowledge translation practices of researchers in the National Agriculture Research Institutes of Nigeria and the utilization of research knowledge by policy actors in the Federal Ministry of Agriculture and Rural Development in Nigeria. Data for the study was obtained from agriculture researchers and the policy actors through questionnaires and interviews. In addition, bibliometric and content analysis were carried out on documents from the research institutes and the Federal Ministry of Agriculture and Rural Development to gauge the transfer and use of knowledge by the researchers and policy actors respectively. Founded in 2005, the focus of this very small organization has been to provide funding and support for libraries and other educational programs in one part of Bolivia. Public libraries are evolving from their traditional role as promoters of literacy to a new role as providers of community resources, including after-school activities for teenagers. A policy mandate for such activities appears to be lacking though, which might impact negatively their effectiveness. The purpose of this study was to get a better understanding of the existing policy and implementation mechanisms of after-school activities offered by the Atlanta Fulton Library System in Georgia to at-risk teenaged patrons. The Obama Administration launched an e-petitioning site called “We the People” (WtP) in 2011 to encourage the submission of citizens’ policy suggestions. Since 2011, thousands of petitions have been submitted to this site. Analysis of the contents of petition texts using topic modeling may enable policy makers and government leaders to identify latent topics of public interest that are not otherwise apparent.
