The process of record keeping has evolved through time. As our technology advances, so does our ability to manage information. We have progressed from paper-based records to new digital techniques and formats to store records. However, digital storage is not the "Holy Grail" answer to preservation and storage problems. Digital storage is confounded by multiple problems, also. Some of these problems are, but not limited to, lack of standardization and legal guidance, proprietary formats, and the fragility of the digital medium. The records management process utilized within the Department of Defense (DoD) is currently labor intensive. Work is being done to automate portions of this process, but classifying documents and assigning disposition instructions remains a labor intensive, manual operation. Although the requirement for this capability was identified by a DoD sponsored study, an automated computer-based system which can classify and apply disposition instructions has yet to be developed for use within the DoD. Due to the rapid evolution of technology, future digital systems may not be able to read and/or interpret the digital recordings made by older systems, even if those recordings are still in good condition. This thesis addresses the problem of maintaining long-term access to digital documents and provides a methodology for overcoming access difficulties due to technological obsolescence. A review was conducted to determine the long-term access methods that have already been suggested by other researchers. This research was performed for the dual purpose of defining effectiveness as it applies to the field of records management (RM) and studying the impact of Document Librarian (DL) on the productivity of Air Force records managers. The main thrust of the study was to define effectiveness for RM because no standard existed. The definition was generated through a Delphi process with a group of RM experts and took four rounds to achieve acceptable consensus. The Delphi process evaluated major areas which a RM system must perform. DL is a RM software package developed jointly by Air Force Material Command …
