As part of a class on Europe after WWI, the library helped create an interactive assignment in which students looked at geographic and political changes in European countries as a key to understanding the effects of WWI. Based on government publications, students created and annotated digital maps to show how the Treaty of Versailles redrew country boundaries and changed governmental alliances. The library’s government documents collection made the assignment possible.

Starting with the premise that most academic libraries have a Libguides Database A-Z, our poster explains the metacognitive exercise in evaluating our Database A-Z list and adding open-source/ government databases. We realized that after graduation, our students would no longer have access to expensive journals and databases; and, our goal was to provide students with free academic standard options that they would continue to use in their post-graduation lives.

The Collaborative Federal Depository Program (CFDP) is an endeavor by the Association of Southeastern Research Libraries (ASERL) and Federal Depository Library Program (FDLP) libraries in the Southeast to create collaborative “Centers of Excellence” (COE) collections of tangible U.S. Government information.

The CFDP was created to provide workable solutions to address the increasing cost of managing, preserving, and providing access to large collections of federal government publications in the Southeast. This poster illustrates our practice and process of using the Internet Archive (IA) as a repository for digitized government publications. It shows how libraries without an institutional repository, or those that have an IR but lack support for uploading depository content, can still participate in digitization and preservation programs. By doing so, the library can highlight the value of its depository collection.

The University of Kentucky (UK) is participating as a Center of Excellence (COE) for the Works Progress Administration (WPA), the Smithsonian Institution, and the Appalachian Regional Commission (ARC) in the Association of Southeastern Research Libraries‘ (ASERL) Collaborative Federal Depository Program (CFDP). This collaborative effort is designed to distribute collection development for all Federal agencies across the entire Southeast.

The presenter will describe how UK has focused its depository collection development efforts on non-COE agencies, and reduced its retrospective collection development for other institutions’ COE agencies.

As part of the Collaborative Federal Depository Program (CFDP), two pieces of software were developed to support the collection development activities of FDLP libraries in the Southeast. Most are very familiar with the ASERL Disposition Database, but some may have forgotten its quiet counter-part, the ASERL COE Database. This database is comprised of brief cataloging records that indicate holdings for all Center of Excellence (COE) libraries (and other contributing depository libraries) in the Southeast and serves as a tool for analyzing the completeness of COE collection(s) and to identify gaps.

There has long been great interest in the “collaborative stewardship” of federal government information among library deans and directors and documents librarians in the southeastern United States, who seek a new vision for managing federal depository collections that focuses on local needs and interests while also supporting these collections as a regional asset. An intergovernmental relations perspective is important to understand challenges facing the U.S. Government Publishing Office (GPO). National library related programs exist as intergovernmental networks tasked with gathering, preserving, and disseminating government information produced at the national level. The Use Of Digital Strategies To Manage Print Collections More Efficiently, And Provide Global Access To Less-Used Research Collections: A Case Study At A Small U.S. Research University., Gillian M. Mccombs

Purpose – The purpose of this paper is to document the use of digital strategies in managing print collections more efficiently in a small research institution.

Design/methodology/approach – This is a case study which documents a four prong strategy that was used to manage collections as diverse as nineteenth century photographs, early twentieth century regional art, faculty conference papers, church history and student engaged learning initiatives.

Findings – It takes several years to build critical mass. Patience, partnerships and creativity are essential. Timing is often crucial. Changing the culture is necessary. A university mandate is required.

An Oregon State University Libraries (OSUL) study group's review of its current policies, practices, and costs provides an illustrative case study of the challenges in managing government documents during this period of transition from print to digital. In its exploration of more aggressive approaches to greatly increasing access to electronic collections and reducing the size of the print footprint, OSUL learned that the current requirements of the Federal Depository Library Program (FDLP) hamper such efforts. Twenty-four years ago, in 1987, I made a presentation called “Basic Ready Reference: Documents that a Reference Librarian Cannot Live Without” at a meeting of the Iowa Library Association Government Documents Round Table. My top recommendation was the Statistical Abstract of the United States, that annual compendium of data so familiar and indispensible to American librarians everywhere. Twelve years ago, in 1999, I made a similar presentation at the NLA/NEMA Annual Conference, and again the Statistical Abstract took its place as the preeminent resource.

Depository libraries have traditionally enjoyed a pretty sweet deal—we receive free copies of documents in return for space, processing, and staff to help people use them. Depository libraries have served as key players in two areas of public policy: 1) public access to government information for the needs of today; and 2) widespread distribution of documents helps them survive to form a historical record.
