The Collaborative Federal Depository Program (CFDP) is an endeavor by the Association of Southeastern Research Libraries (ASERL) and Federal Depository Library Program (FDLP) libraries in the Southeast to create collaborative “Centers of Excellence” (COE) collections of tangible U.S. Government information.

The CFDP was created to provide workable solutions to address the increasing cost of managing, preserving, and providing access to large collections of federal government publications in the Southeast. The University of Kentucky (UK) is participating as a Center of Excellence (COE) for the Works Progress Administration (WPA), the Smithsonian Institution, and the Appalachian Regional Commission (ARC) in the Association of Southeastern Research Libraries‘ (ASERL) Collaborative Federal Depository Program (CFDP). This collaborative effort is designed to distribute collection development for all Federal agencies across the entire Southeast.

The presenter will describe how UK has focused its depository collection development efforts on non-COE agencies, and reduced its retrospective collection development for other institutions’ COE agencies.

As part of the Collaborative Federal Depository Program (CFDP), two pieces of software were developed to support the collection development activities of FDLP libraries in the Southeast. Most are very familiar with the ASERL Disposition Database, but some may have forgotten its quiet counter-part, the ASERL COE Database. This database is comprised of brief cataloging records that indicate holdings for all Center of Excellence (COE) libraries (and other contributing depository libraries) in the Southeast and serves as a tool for analyzing the completeness of COE collection(s) and to identify gaps.

There has long been great interest in the “collaborative stewardship” of federal government information among library deans and directors and documents librarians in the southeastern United States, who seek a new vision for managing federal depository collections that focuses on local needs and interests while also supporting these collections as a regional asset. In 2006 the Association of Southeastern Research Libraries (ASERL) took steps toward realizing a collaborative model of stewardship by establishing its first program to explore options for cooperative services and collection management of tangible federal government publications.
