The keynote presented the development of institutional repositories (IR) by universities in Singapore. The relevant policies on open access and research data were introduced. The importance of IR alignment with institutional goals was highlighted. Besides research publications, IRs could also host special collections of the institution or the community. The collaboration and sharing of best practices among Singapore academic libraries helped them to better support research at their institutions.

Arising from experiences during and post-COVID-19 circuit breaker and work-from-home arrangements, SMU Libraries developed a new library service to provide remote access to financial databases that are usually only accessible onsite. Financial databases such as Bloomberg and Eikon are accessed using a client-based software that is installed on a physical computer in the Investment Studio at Li Ka Shing Library. Using desktop virtualization technology, financial databases can be accessed remotely without the need of physical presence in the library, increasing availability and accessibility to the resources. Singapore Management University’s (SMU) Li Ka Shing Library was renovated in 2014. During the renovation, the Investment Studio was created within the library to house high-end financial databases such as Bloomberg and Thomson Reuters (now Refinitiv). Usage of the space was assessed using quantitative and qualitative data, comparing the first academic terms across two academic years, 2017 and 2018. The data provided evidence to support anecdotal evidence and library staff’s knowledge and observation. The assessment resulted recommendations for further action. It also provided opportunity to engage with users and stakeholders of this unique space.

An overview of the landscape in Singapore for open access is provided for the last 12 years. It covers the developments in institutional repositories, open access policies and mandates in the universities and also developments in the research funding side in Singapore. A start has been made to collect research data in Singapore and there is a research data policy from NTU in 2016. Some future developments are also outlined.

The Singapore Management University (SMU) Library was tasked with documenting the early history of SMU by the chairman of its board of trustees. An oral history project to interview the pioneers involved in the formation of the university began in 2011. The project team included the Library, the Information Technology department, and a researcher/interviewer who was familiar with SMU. It was a steep learning curve for the team. As they conducted and processed the interviews, they learned about and made decisions on interviewing, recording, transcribing, storage, website design, discoverability, usability, and sustainability.
