A Complicated Legacy Defines School Librarians As Teachers, Mary Keeling

The article analyzes how the legacy of school librarianship inform the future of school librarians as teachers. Topics discussed include lower test scores and fewer opportunities to develop critical thinking and digital literacy skills among students, need for the federal government to recognize the importance of school libraries and how well-staffed school library with a qualified librarian can provide essential services and resources.

The Library and Information Science (LIS) literature has made clear that academic libraries in the U.S. have experienced decades of hiring freezes and budget cuts that reduced staffing overall and eliminated many middle management positions. Consequently, now that baby boomer library managers and administrators are beginning to retire, there are few qualified applicants to replace them. Thus, many in the LIS field have called for better succession planning by top-level library administrators (e.g., Deans, Directors, University Librarians). The school district library supervisor occupies a pivotal position in library and information services programs that support and enhance the instructional efforts of a school district: providing leadership; advocating for the programs; supporting, advising, and providing professional development to building-level librarians; and representing school library programs to stakeholders in the school system and the community at large. During the past five years (2010-2015), U.S. universities experienced a simultaneous downturn in financial support along with rapid changes in technology and increased demand for accountability. Academic libraries, among the most central and visible units in the university system, were often at the forefront of financial cutbacks and increased pressure to demonstrate both unit effectiveness and closer alignment with the overall institutional mission. The purpose of this study is to identify organizational culture types and leadership roles among research and non-research libraries in higher education institutions in the United States and to reveal trends that can assist in enacting needed organizational change. Organizational culture and leadership are two intertwined concepts that are strongly aligned with the human element of any supervisory experience. According to Crosby, they help “nurture effective and humane organizations” (Crosby, 2004).
