A series of studies of rural Florida community anchor institutions have concluded that existing national measurement practices for broadband penetration, adoption, and impact are often poorly defined, confusing, or inadequate to inform decisions about community broadband deployment and adoption. As a result, local broadband initiatives may be hindered by “measurement confusion.” This article proposes the Broadband Readiness Index (BRI) with a number of broadband readiness criteria and the Community-Based Broadband Planning, Adoption, and Deployment model (CBBP) to address this confusion and position local officials to better coordinate, deploy, and use broadband locally; demonstrate how improved high-speed broadband affects their communities …

Objections To The Proposed Access Copyright Post-Secondary Tariff And Its Progeny Licenses: A Working Paper, Samuel Trosow, Scott Armstrong, Brent Harasym

On March 31, 2010, Access Copyright applied to the Copyright Board to certify a tariff that would govern the relationship between the organization and the members of the Association of Universities and Colleges of Canada (AUCC) and the Association of Community Colleges of Canada (ACCC). Previously, the relationship had been governed by a series of license agreements between the organizations which had been periodically renewed. But Access Copyright chose not to seek renewal of the licenses, and applied to the Board to certify a general tariff that would cover all post-secondary institutions for the period of 2011 through 2013.

One could easily mistake Clinton Kelly’s closing keynote presentation at ACRL 2011 in Philadelphia last March as light fare. Kelly, cohost of TLC’s What Not To Wear, spoke enthusiastically about the importance of one’s appearance and the necessity of making an extra effort in the way individuals present themselves. His keynote address, and the fact that a fashion expert was a speaker at a conference for librarians, sparked debates on Twitter and in the blogosphere.

Communicating Effectively In Rapidly Changing Times, Anne Marie Casey

This presentation explores communication in academic libraries that experienced rapid changes during the Great Recession and its aftermath. The investigator conducted a multi-case study, in which she interviewed library and university participants in three U.S. academic libraries in 2010. Results show that communication existed for the most part in the three libraries, all of which were maintaining strategic priorities while experiencing dramatic changes.

The idea of a Journal of Western Archives began in the early 2000s after plans were being made for a super regional meeting in Las Vegas, NV. It was during this collaborative time that University Archivists Gordon Daines proposed an idea to then Conference of Inter-Mountain Archivists President John Murphy. Gordon wanted to establish a journal that would be for archivists working in the western United States. He noticed that as a researcher himself at BYU that archivists in the western United States didn’t publish as much as archivists in the eastern United States.

Information Literacy In The Workplace: A Cross-Cultural Perspective, Yuhfen Diana H. Wu

This cross-cultural study has two main purposes: to investigate how information literacy is perceived in the workplace and to discover how employees obtain information to carry out their jobs in an effective and timely fashion. This project applies a mix of research methods, including site visits, interviews, and a survey. More than 120 participants from forty companies were involved in this study. They were from a wide variety of industries in Taiwan and Silicon Valley, in Northern California, where many companies base offices or operations from around the world. Within a few months, Pearson Library at California Lutheran University went from having 15 likes to 111 likes. What's our secret to having a thriving Facebook page? How did we use this medium in a new way? There are many reasons as to why a library’s Facebook page is not successful and we experienced some those challenges: lack of time, we did not know what to post, we did not have many “likes”, and we did not know how often to post. Arminius differed from the Calvinism he debated in the causal role of information in bringing a person to salvation. This accounts for the distinction between an Adventist Philosophy of Education, following Arminius, in which the outcome of education is to lead the student to a saving relationship with God, a bottom-up eternal salvation perspective. A Calvinist Philosophy of Education, on the other hand, suggests that the outcome of education is to change society, a top-down, temporal perspective. Surveys of academic staff in six universities in the U.K. provide insights for publishers and universities into scholarly article, book, and other publication reading patterns of academics and differences based on academic discipline of readers. These surveys were part of the 2011 UK Scholarly Reading and the Value of the Library Study funded by JISC Collections and based on Tenopir and King Studies conducted since 1977. Reading patterns of life and environmental scientists differ from other disciplines, in particular social sciences. Scholarly articles, especially those obtained from the library’s e-journal collections, are vital to the work of all academic disciplines. …

Conclusion: The students received good grades from Phase I library instruction, however did they really learn what we targeted? We could not really say for sure. This case study reveals that an appropriate method and instruments are imperative for retrieving valid data. This case also displays the importance of collaboration and teamwork. Communication was always open between all members of the team as well as with the library instruction department. Socio-technical systems continue to grow larger and more complex, comprising increasingly significant portions of contemporary society. Yet systematic understanding of interrelationships between social and technological elements remains elusive, even as computers and information systems proliferate. In this paper, we draw on ethnomethodology to distinguish several different kinds of processes through which communication and information are constituted. We discuss the distinctive properties of each in an effort to develop systematic understanding of basic elements of socio-technical systems. In particular, we offer a basic categorization of communication and information standards, noting the constitutive importance of their accompanying social practices. Implications for theory …

Libraries Atwitter: Trends In Academic Library Tweeting, Darcy C. Del Bosque, Sam A. Leif, Susie Skarl

Purpose – This paper aims to present an overview of how libraries are using Twitter in an academic setting.

Design/methodology/approach – This study analyzed the current state of 296 Twitter accounts from a random sample of academic libraries. A total of 19 different criteria were explored, with an emphasis on the following three categories: layout and design, content and number of tweets, and account followers.

Findings – Only 34 per cent of libraries in the study had a Twitter account and characteristics varied widely among libraries, however it is evident that it is possible to successfully communicate with patrons via …

Understanding the cultural aspects that affect a student’s ability to appropriately use resources is important in developing outreach and instruction in multicultural settings. Differences in educational philosophies, students’ previous scholastic training and cultural differences in individual motivation are all factors that may affect a freshman’s ability to understand an American university’s idea of academic integrity and can inadvertently cause problems where independent work and critical thinking are required.
