Understanding Wisconsin Legislators' Use Of Social Media, Christian T. Moran

This thesis used quantitative and qualitative methods to examine the use of social media by legislative offices of the Wisconsin State Assembly. A survey of legislators and their staff documented the extent to which each office uses Facebook or Twitter. In addition, multivariate analysis of the survey data provided an understanding of which kinds of legislators are more likely to use Facebook or Twitter. There were three important findings. First, most Wisconsin legislators whose offices use Facebook or Twitter do not seem to be doing so to reach the news media. Second, overall, the characteristics of a Wisconsin legislator are …

Following the Enlightenment, Western adherence to positivist theory influenced practices of Western research and documentation. Prior to the introduction of positivism into Western scholarship, innovations in printing technology, literary advancements, and the development of capitalism encouraged the passing of copyright statutes by nation-states in fifteenth century Europe. The evolution of copyright and positivism in Europe influenced United States copyright and its protection of the author, as well as the practice of archiving and its role in interpreting history. Because Native American cultures practiced orality, they suffered the loss of their traditional knowledge and cultural expressions not protected by copyright. By …

Increasingly, new service opportunities are found in cloud and virtual platforms. This presentation looks at opportunities in selecting the right tools for the right job. The presentation will explore some unique aspects of law libraries and legal subject content many libraries rely on, including the strategic value of content from law libraries in metropolitan areas.

The increasing ubiquity of digital technologies has facilitated the merging of media content and their metadata within multiple indexing and retrieval systems. In the case of recorded music, individuals can download and store digitized audio (as well as video) content on computers and portable media devices. Conversely, with the emergence of social networking platforms, users can share files, as well as textual content (e.g. comments, reviews, and tags), by uploading them to Websites with music-related content. It is saturated by user-created materials (YouTube, Vimeo), digitized or born digital special collections by non-profit institutions (ArtBabble, Arkive, Duke AdViews), educational distributors and producers (Learner.org, WGBH), for-fee providers of on-demand streaming media (NetFlix, HuluPlus, Amazon Instant), and library database vendors (Swank Digital, Alexander St. Press) -- and more. Print publishing relies on enclosure of information in a physical object (book). The digital environment potentially increases access (online journals). Publishers, however, can implement control beyond that which is possible in a print world; for example, license agreements that try to restrict user rights such as fair dealing. Open access is an increasingly popular publishing option, and represents a progressive application of technology and alternatives to traditional intellectual property. This moderated panel discussion with University of Western Ontario scholars, is an introduction to the origins of problems in scholarly publishing, current open access initiatives, and educational policies.

Scholarly authors today are faced with unprecedented choices and, paradoxically, increasing barriers to publication. For example, the author-pays financial model of funding open access (also sometimes called Gold OA) is one of many such innovations that thwart authors who are not currently Federally funded or otherwise sponsored. As academic librarians, we need to be aware of the scholarly publishing infrastructure so we can advise authors how to make decisions about where to publish, what terms to agree to, and how to best leverage their written scholarly output.

Communicating Effectively In Rapidly Changing Times, Anne Marie Casey

This presentation explores communication in academic libraries that experienced rapid changes during the Great Recession and its aftermath. The investigator conducted a multi-case study, in which she interviewed library and university participants in three U.S. academic libraries in 2010. Results show that communication existed for the most part in the three libraries, all of which were maintaining strategic priorities while experiencing dramatic changes.

Ontario's Freedom of Information and Protection of Privacy Act regulates information privacy and access to information in the public sector. It applies to information held by the provincial government and its agencies, including colleges and universities. Provincial institutions must delegate an officer to handle such requests, and deal directly with the individual who is seeking access. Appeals of the institution's decision are handled by the Ontario Information and Privacy Commissioner. This workshop will cover the process of filing a formal information request, tips for ensuring that you obtain relevant
records, and how to challenge an institution's decision to withhold information.

The article calls for the need to reinvent libraries for the next generation of library users. It stresses the value of being able to provide customer satisfaction, building and maintaining loyalty as well as resolving customer complaints so as to compete with other libraries. It also points out the importance of branding as a marketing strategy and encourages libraries to adhere to the liaison model or subject specialist model in providing specialized service.
