Bail Agents And Bounty Hunters: Adversaries Or Allies Of The Justice System?, Brian Johnson, Greg Warchol

Bounty hunters are employed by the bail industry to locate and apprehend criminal defendants who “skip” bail and, subsequently, fail to appear for court appointments. While some scholars have examined bounty hunters, this work is concerned primarily with the origins, history, and legal challenges to the industry and its practices. Popular literature on this subject has created the “myth” of the bounty hunter, but it has failed to provide an accurate portrayal of the activities these individuals perform. Risk Evaluations For The Courts: Is Service Quality A Function Of Specialization?, Kristine Botsford Mullendore, Anton Tolman

Psychologists are often asked to testify in court. However, concerns have been expressed in both the legal and psychological literatures about the quality of these services. This article presents survey results comparing the practice patterns of generally licensed psychologists with those of specialist forensic diplomates in providing risk evaluations. Results suggest that general clinicians frequently perform these evaluations, but forensic diplomates use more modern risk instruments, are more aware of the scientific literature, and provide the court with more information about the scientific basis of their testimony. Transnational and domestic terrorists may employ unconventional weapons of mass destruction and/or mass contamination in their future operations against governments. These asymmetrical tactics may include nuclear, chemical, and biological weapons designed to produce panic and disruption in daily life. This article addresses several of the myriad legal and practical issues relative to potential radiological weapons. Several suggestions as to local-level policy are offered and discussed. This paper explores the history and evolution of credit union philosophy. The evolution of credit union philosophy spans nearly 150 years. It’s a story that begins in the middle of 19th century Europe as it was emerging from a long history of feudal relations and tyrannical rule that created “the miserable economic conditions of the period and the realization that people would have to take action themselves if their lives were to improve.”1 The democratic ideals that were so eloquently articulated by classical liberal philosophers such as John Locke and Thomas Hobbes began to be increasingly institutionalized during this time.

This Article contends that the current debate over gay civil rights is, at base, a dispute over the nature of same-sex desire. Pro-gay forces advocate an ethnic or identity model of homosexuality based on the conviction that sexual orientation is an immutable, unchosen, and benign characteristic. The assertion that, in essence, gays are "born that way," has produced a gay political narrative that rests on claims of shared identity (i.e., homosexuals are a blameless minority) and arguments of equivalence (i.e., as a blameless minority, homosexuals deserve equal treatment and protection against discrimination). Instances of wrongful conviction in North America and Great Britain have uncovered numerous cases in which an innocent suspect has provided a false confession to a crime. As a result, social scientists have studied the interrogation process in an effort to understand the factors that may lead to such false confessions. In the present article, we review what is known about the psychology of police interrogations, including critical aspects of investigative bias, coercive interrogation techniques, and vulnerabilities of the suspect that can increase the likelihood of obtaining a false confession. Does The Effect Of Familial Disruption On Delinquency Vary According To Circumstances? An Investigation Of Interaction Effects, Christopher Kierkus, Douglas Baer

Empirical research has shown that familial disruption is associated with delinquent behavior. Recent investigations suggest that reduced levels of attachment in non-traditional families may be responsible for this effect. However, it is not known if the impact of familial disruption varies according to familial SES or the gender of the children. Some authors have argued that the criminogenic influence is greater for boys while others have maintained that girls are more adversely influenced. When the Supreme Court of Canada issued its judgment on the legality of "unilateral" Quebec secession in August 1998 many Canadians did not know what to make of it. The Court held that the only lawful way in which Quebec might depart the Canadian federation was through one of the amendment mechanisms provided in the Constitution Act 1982. It thus affirmed that Quebec could not secede without the agreement of at least the Houses of the federal Parliament and some number of provincial legislative assemblies.
