For personal and financial reasons some retired military officers seek second careers in the public sector. In entering local government, they are leaving a unique organization, and encountering a very different organizational culture. This study used grounded theory methodology to identify the key military leadership strategies and behaviors learned by military officers and to examine their applicability to local government. Popular literature and much of the research reported in recognized journals imply that all members of an organization subscribe to the same ideas about leadership. However, a few authorities believe the research findings may result from test instruments based on a single view of leadership. Accurately identifying members' views of leadership is important because these views help shape behavior and expectations within the group. Differing views of leadership may also be a root cause of conflict among organizational members. School leadership research typically centers around the high profile roles of the site level principal and the district superintendent. The resulting scarcity of information in regard to the role of the assistant principal is contributing to ineffective training, fewer initial guidelines and an overall lack of clear conceptualization of the position. District Elections, Redistricting And Recall: A Study Of The Fifth District Of The City Of San Diego, 1988-1991, Linell Blair Fromm Edd

In 1988, voters in San Diego approved a switch from an at-large to a district-only election system. In 1989, Linda Bernhardt, a 30-year-old political neophyte, ran an anti-developer, grassroots campaign in San Diego's Fifth Council District. She unseated well-financed, two-term, pro-development incumbent Ed Struiksma. Within 17 months, Bernhardt was recalled from office. It was the first successful recall election in the City of San Diego in the twentieth century. This study documented significant events that bore on Bernhardt's recall to gain an understanding and appreciation of how events necessitated the recall. During the 1980s much attention was focused on trying to understand and apply the concept of corporate culture. Scholars and practitioners worked on clarifying the definition of culture as it applies to workplace settings. Scholars adapted the anthropological concepts of culture to fit within the framework of a business organization. Both scholars and practitioners attempted to investigate the cultures of many organizations throughout the business world. Scholars conducted lengthy case studies and used a mixture of qualitative and quantitative techniques. The inclusion of people of diverse ethnicities in voluntary organizations is a challenging endeavor. Cultural diversity, rich traditions, historical perspectives, ethnic celebrations, religion, and language are lenses through which leaders of organizations can view the many uniquenesses, differences, and similarities among ethnic groups. The World Affairs Council of San Diego, from January 1,1989 to July 1, 1990, undertook an ambitious community project entitled, "Community and Citizen Involvement in Foreign Policy," funded by the Ford Foundation, to increase the participation of ethnic groups, women, and youth in the Council. The purpose of the study was to identify the characteristics of the administrator's job that were the sources of satisfaction and hence motivation and those characteristics of the administrator's job that were the sources of dissatisfaction for the 277 school-site administrators in the San Diego Unified School District. The intent of the research was to identify the wants and needs of the site administrators as they pertained to job satisfaction. One hundred fifty-eight administrators (57%) returned surveys. There has been a significant increase in the number of American women in athletics in colleges and universities during the twentieth century. The purpose of this research was to identify and trace the historical development of the women's athletic programs at community colleges in San Diego County from 1955-1972. This study was also designed to identify the leaders and the leadership abilities which enabled these women to develop successful women's athletic programs. Detailed evaluation data regarding instructional services provided; learning center relationships with students, parents, and schools; and administrative policies is almost non-existent. Ethnographic research methods were used to analyze the culture of a large city commission appointed to make recommendations for the future of the school district. The study focused on the year-long deliberations of a panel of 17 community leaders. The second purpose of this study was to assess attitudes of principals toward the instructional leadership practices which would be essential to the management of an effective school-wide writing program.
