A General Model Of Good Executive Leadership In Policy Contexts, Thad Williamson
Interdisciplinary Journal of Leadership Studies
This commentary stipulates a general model of policy leadership, encompassing decision-making, implementation, and evaluation. The model stresses attaining clarity about the nature of the issue being addressed, the values at stake, and the possible outcomes of alternative courses of action. While focused on the context of elected executives in municipal government, the stipulated model has broader applicability to other contexts. The article contends that following the model may both improve the effectiveness of political leaders and help build consensus (or compromise) among distinct political actors.

This article reviews the goals, history, and impact of the new gender identity politics. Based on the Yogyakarta Principles, these new ideas and policies will profoundly affect the rights of women and girls worldwide. The Principles are a document from an international meeting about sexual orientation and gender identity in 2006. In 2017, the document was updated to the Yogyakarta Principles Plus 10. The Principles recommend legal changes by states worldwide, resulting in the erasure of sex as a legal and cultural category. The planning of Youth Friendly City policy by Indonesian Ministry of Youth and Sports is expected to strengthen youth development and empowerment in each region of Indonesia, through the assistance of the preparation of youth regulation, competition, and awards. The city of Bandung has become a pilot project for Youth Friendly City. The United States is losing the competition for global power to China, especially on the African continent. This thesis aims to analyze opportunities for the United States to take advantage of China’s withdrawal from Ethiopia in order to develop relations with the quickly growing country and influence the country toward democratization. This author found that while democracy is not likely, through increasing relations with Ethiopia’s prime minister, the United States has an opportunity to push for increased individual freedoms for Ethiopians. The author relied on open-source information and strategic analytic techniques often employed by the U.S. intelligence community.

In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. A provision of this state law required that half of teacher and principal evaluations be based upon student achievement, which included a component of required continuous academic growth. For school districts whose students scored at the highest academic performance levels, the continuous growth component would negatively impact their teachers’ and principals’ annual evaluations. Conventional academic discussion vis-à-vis America’s Special Operations Forces, is largely focused at the tactical and operational level of analysis. This means the emphasis on explaining outcomes is placed on personnel (recruiting, assessing, selecting, and training), cutting edge equipment, innovative tactics, or advanced command and control procedures. Addressing this long-standing trend, I argue that factors well beyond the widely accepted explanations for success or failure are in play. Additionally, these factors are understandable, are manageable, and may have as great or greater an impact on the outcome of a campaign as any tactical consideration. Much of the discourse surrounding African immigration to Maine has centered on the provision of public services that facilitate community development and integration. This project investigates different types of leadership strategies employed by African individuals in Maine that advance community objectives. When African immigrant leaders are empowered to affect public policy, they re-frame traditional conceptions of aid-dependency and vulnerability commonly applied to African immigrants in media and popular culture. Through leadership in nonprofit and civic spheres, African immigrant community leaders translate grassroots connectivity with informal networks into meaningful influence in the realm of public policy. The purpose of this study is to explore the way(s) in which the disproportionate return of ex-prisoners to socially and economically disadvantaged communities impact(s) specific community structural factors identified in the study. After three decades of withstanding the enduring effects of the mass incarceration, communities stand at the edge of a new era. Economic realities, and the failure of policies designed to deter crime through imprisonment are rapidly ushering in an era of mass prisoner reentry.
