This research analyzes the role of the UN OCHA Cluster Approach in the context of Haiti after the 2010 earthquake. Gaps and shortcomings of the current humanitarian model are identified and the Sustainable Livelihoods Approach is considered as a model to be used as an instrument to inform the New Humanitarian school of thought. A recent history of Haiti and the political relationship to the international community will be reviewed as context that outlines the vulnerabilities that created a risk society leading up to the disaster. Haïti is unique in many respects; full of contradictions and paradoxes. While beautiful in many regards, it is fraught with issues: political, economic, societal, environmental, cultural, health-related, and educational. The latter stands out, however, as education affects the quality of the country’s human capital, determining the quality of life of its citizens. Among the many factors studied in relation to the women and leadership equality gap are gender stereotypes, implicit leadership theories, and the congruity of gender role expectations (Eagly, & Karau, 2002). Multiple studies in the scholarly literature support the finding that men, rather than women, are more likely to be seen as leaders (Bierma, 2016; Eagly, & Schmidt, 2001), and this finding appears to be robust across some cultures (Schein, 2001). The United Nations (UN) has invested increasing levels of effort in recent decades to cultivate a more effective, diverse and democratic institutional culture via the inclusion of and interaction among international civil society organizations (CSOs) and nongovernmental organizations (NGOs) to supplement the traditional role of states as the primary transnational actors. The principle vehicle for the UN-civil society dynamic is the consultative status (CS) program within the Economic and Social Council (ECOSOC), wherein a diverse range of nearly 5,000 transnational organizations ostensibly participate.
