This research paper explores some of the main reasons why refugees and asylum seekers, particularly from sub-Saharan African countries, embark on a journey and decide to settle, flee or migrate to and from Morocco. Because of this phenomenon, Morocco has seen a 96% increase of refugees migrating to the borders of Morocco each year for the past three years. Policing in South Africa has a long, twisted history that is still evident in some current police practices and especially in the public’s perceptions of the police. In addition to historical factors such as colonial rule and apartheid, people’s perceptions of the police are affected by their race, class, gender, and geographic location. The author of this issue, Richard Lobban, is trained as an anthropologist. He took his B.S. at Bucknell, an M.A. at Temple University, and is currently completing his Ph. D. at Northwestern University. Since 1964 he has been active with various liberationmovements, beginning with Frelimo in Tanzania. Mr. Lobban went into Eritrea with the ELF to attend the First National Congress of the Eritrean Liberation Front.
