The Northern Great Plains Inventory & Monitoring Network (NGPN) surveyed 8 long-term monitoring plots in Scotts Bluff National Monument in 2012 as part of an effort to better understand the condition of plant communities in the park. We measured plant diversity and cover, estimated tree and shrub density, looked for the presence of exotic species that are of concern to park management, and evaluated the amount of human and natural disturbance at all plots. This thesis investigates the ways in which institutions and actors consider climate change, and how the inclusion of diverse perspectives and challenges in the planning process shapes climate change governance. In particular, I asked how the participants, place-specific contexts, and decision-making processes affect environmental decision-making in Alaska’s National Parks. I discuss the literature on geographical perspectives on climate change, environmental and climate change governance, how uncertainty and risk affect decision-making in the context of climate change, and the history of land use management in the United States. This thesis explores the print news media discourse surrounding the dispute between Manitoba and North Dakota over a flood mitigation plan in Devils Lake North Dakota. In order to do so, critical discourse analysis was applied to news media from a seventeen year period during the dispute. Findings were compared between media sources as well as to pertinent policy documents. The thesis finds that the political arena provided by local newspapers as well as the discourses of scale, confrontation, history, and economics had the largest effect on the dispute’s public face. 2011 Monitoring Status

Overview

In 2011, the first year of vegetation monitoring by the Northern Great Plains Network Inventory and Monitoring staff at Scotts Bluff National Monument, efforts resulted in the documentation of 79 plant species. This was the lowest number of species among parks sampled in 2011. Graminoid (grass and grass-like plant) species accounted for only 21 (27%) of the total species, but graminoid cover was much higher than that of any other plant type. Forbs were much more diverse, but did not provide as much foliar cover.

Introduction

The Northern Great Plains Inventory and Monitoring Network (NGPN) includes thirteen park units located in five northern Great Plains states across six ecoregions. Plant community composition and structure monitoring comprises the core of the vegetation monitoring effort for the NGPN, covering the “Riparian Lowland Plant Communities” and “Upland Plant Communities” vital signs (Gitzen et al. 2010). The narrative portion of the plant community protocol can be found in Symstad et al. 2012. The narrative includes the rationale for vegetation monitoring, an overview of sample design, field methods, data management, and program requirements. Over the next decades, green infrastructure initiatives such as tree planting campaigns, and ecological restoration will dramatically change the species composition, species distribution and structure of urban forests across the United States. These impending changes are accompanied by a demand for urban public spaces where people can engage in practices such as gleaning, gardening, and livestock production. This article analyzes the institutional framework that undergirds efforts in Seattle, Washington to normalize the production and use of edible landscapes. The development of management programs for socio-ecological systems that include multiple stakeholders is a complex process and requires careful evaluation and planning. This is particularly a challenge in the presence of intractable conflict. The feral pig (Sus scrofa) in Australia is part of one such socio-ecological system. There is a large and heterogeneous group of stakeholders interested in pig management. Pigs have diverse effects on wildlife and plant ecology, economic, health, and social sectors.
