Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. Intra-EU migration is a phenomenon innate to the structure of the European Union. A politico-economic union of twenty-eight countries, the EU does what no other alliance of countries has endeavored before, serving as a unique product of globalization and integration, in every sense of the word. For the past 40 years, Dakar has been the destination of Senegal’s massive rural exodus, with millions of rural villagers flocking to the city in search of work and education. The rural exodus has produced a unique multi-ethnic environment, where villagers, traditions, cultures, and languages from across the country converge. Ironically, therefore, Dakar’s landscape has been distinguished by the creation of an urban culture by a population of rural inhabitants. This paper examines the effects of urbanization on ethnic identity and affiliation, and further discusses the impact of Urban Wolof on personal identification among Dakar’s citizens. We analyze the role of landscape ideology in the recent Ontario Greater Golden Horseshoe (GGH) Greenbelt Plan. Focusing on the “Protected Countryside,” the major land-use designation in the Plan that structures the Greenbelt framework, we explore tensions between abstract ideals of countryside used by policy makers to elicit support for the Plan and people's lived experience of material landscapes of the peri-urban fringe.
