Suburbanization has many causes, among which is the attempt to relocate to acquire a more desirable vector of local public goods. The traditional economists' procedure for valuing public goods involves vertical aggregation of marginal willingness to pay, at a given income level. This approach is flawed by failing to recognize that individuals will not work for goods that cannot be acquired individually with higher incomes. There will be a parallel input market failure any time there is a public good output market failure, thus the `given income' of the traditional valuation method is too low. Since the start of post-communist transformations in Central and Eastern Europe (CEE), there have been disagreements about the best strategies to follow and policies to implement the reforms.¹ Similar disagreements have existed in practical and theoretical interpretations of these transformations. These differences have reflected various and often conflicting understandings of the previous state socialist system, the existing political-economic situation and the nature of post-communist reforms by economists, political scientists, sociologists, historians and members of other disciplines and suggest the complexity, diversity and unpredictability of post-communist developments. Views have also differed significantly within the individual disciplines.

Smuggling has been an important problem in American-Canadian relations. Yet the nature of smuggling is little understood; it is by definition an elusive, secretive, and subtle practice. This dissertation explores smuggling as a social force within a border community on the United States-Canada boundary. Smuggling almost always involved the illicit crossing of political boundaries, and as such can be used as a means of studying popular attitudes toward the creation of national borders. Moreover, because smuggling is directly related to the transition to modem capitalism, this study sheds light on the roots of both American and Canadian economic development. The …

In recent years, the Seventeenth Amendment has been the subject of legal scholarship, congressional hearings and debate, Supreme Court opinions, popular press articles and commentary, state legislative efforts aimed at repeal, and activist repeal movements. To date, the literature on the effects of the Seventeenth Amendment has focused almost exclusively on the effects on the political production of legislation and competition between legislative bodies. Very little attention has been given to the potential adverse effects of the Seventeenth Amendment on the relationship between state legislatures and the federal courts.
