Time motion studies were conducted at five mid-Atlantic sites that spanned various operations in West Virginia, Ohio, and Pennsylvania. The harvest systems included integrated harvests where chips were produced in the forest, roundwood systems where only roundwood was produced, and a centralized chipping system. The study collected overall productivity and machine utilization data at the various harvesting operations. The cost per green ton of woody biomass ranged from $18.46 to $39.8 resulting in an average of $30.33 among the five systems. Hauling had the highest average price per green ton at $9.10, while loading had the lowest at $1.73 per …

The state of West Virginia lacked a comprehensive, in-depth analysis of the availability of physical books across the state. Access to reading material is vital to a child’s educational development as well as lifelong learning beyond childhood. To guide policy decisions and planning for outreach which addresses reading levels and beyond, I mapped levels of access stemming from socioeconomic barriers, spatial barriers, and an integrated index of both types of barriers. The Tibetan Plateau (TP) is an important landmass that plays a significant role in both regional and global climates. In recent decades, the TP has undergone significant changes due to climate and human activities. Since the 1980s anthropogenic activities, such as the stocking of livestock, land cover change, permafrost degradation, urbanization, highway construction, deforestation and desertification, and unsustainable land management practices, have greatly increased over the TP. All healthy ecosystems, communities, and economies are founded on access to clean, adequate water sources to support ecosystem services, provide clean drinking water, and allow the production of water-intensive goods and services. The state of available water resources must be analyzed through the lens of water security, defined as the capability to safeguard sustainable access to adequate quantities of acceptable quality water for people, the economy, and ecosystems. Maternal-related morbidity rates in the United States have risen almost three fold since the early 1990’s. Issues related to rurality, socioeconomic disparities, and pre-existing health conditions increase the risk of poor pregnancy outcomes and introduce barriers to accessing advanced maternal health care. West Virginia (WV) has higher maternal morbidity rates than many other states in the United States (US), and is considered to be driven by all 55 counties being classified as Appalachian, possessing the highest prenatal smoking rate in the US, and having disparities in access to health care. Gentrification can significantly alter the socioeconomic, demographic, and commercial aspects of a city. It is a complex process that transforms the characteristics of entire neighborhoods, modifying not only the observable physical aspects, but also the community structure. Traditional quantitative gentrification measurement approaches assess the process through analysis of Census demographic indicators coupled with field visit analysis of the physical built environment. The permeation of the spatial turn into the humanities, and in particular history, has both imbued scholarship and opened up new areas for research. This dissertation examines the conceptual and theoretical implications of advancing the spatial turn in history and evaluating existing approaches such as Historical GIS and ghost mapping as a foundation for deep mapping. The objective of this research is to examine the spatial components integral to policy formation, implementation, and evaluation. The research uses solid waste as a case study to explore a multiscalar GIS policy-shed framework. To this end, the goal of this dissertation is to examine the spatial nature of public policy. The research applies spatial concepts and multiscalar methodological applications embedded within GIS and geovisualization to explore the complex spaces surrounding public policy implementation and evaluation.

The Uniform Crime Reporting (UCR) Program is a law enforcement statistical system open to unreported information due to its voluntary nature. As such, there need to be a valid and accepted means to estimate official reports of crime for those different levels of geography where reporting may be incomplete. Current methods of imputing and modeling UCR data, which have not been updated since the 1960s, are based upon conceptualizations of law enforcement agencies that may no longer be valid. Food and fiber production on America’s farmlands have a major influence on the environment, therefore, soil and water conservation practices are critical. NRCS has provided no-fee technical assistance for nearly 100 years through the Conservation Technical Assistance (CTA) program. The CTA program is essential because it provides technical knowledge directly to farmers for planning and implementing conservation practices that are proven to benefit environmental health and on-farm production. High spatial resolution (HR) (1m – 5m) remotely sensed data in conjunction with supervised machine learning classification are commonly used to construct land-cover classifications. Despite the increasing availability of HR data, most studies investigating HR remotely sensed data and associated classification methods employ relatively small study areas. This work therefore drew on a 2,609 km2, regional-scale study in northeastern West Virginia, USA, to investigates a number of core aspects of HR land-cover supervised classification using machine learning. Tree species composition and health are key attributes for rural and urban forest biodiversity, and ecosystem services preservation. Remote sensing has facilitated extraordinary advances in estimating and mapping tree species composition and health. Yet previous sensors and algorithms were largely unable to resolve individual tree crowns and discriminate tree species or health classes at this essential spatial scale due to the low image spectral and spatial resolution. This study explores a problematic disconnect associated with virtual heritage and the immersive 3D computer modeling of cultural heritage. The products of virtual heritage often fail to adhere to long-standing principles and recent international conventions associated with historic preservation, heritage recording, designation, and interpretation. By drawing upon the geographic concepts of space, landscape, and place, along with advances in Geographic Information Systems, first-person serious games, and head-mounted Virtual Reality platforms this study envisions, designs, implements, and evaluates a virtual heritage system that seeks to reconcile the dissonance between Virtual Reality and historic preservation.
