ABSTRACT Significant research has demonstrated that active transportation infrastructure is essential for the growth and livability of San Francisco: it increases access to economic opportunities, promotes overall improved public health, encourages mobility without contributing to roadway congestion, prevents traffic injuries and fatalities, and supports the sustainability goals of the city. The former United Nations Secretary-General Ban Ki-Moon (2014), repeated the core promise in the 1986 UN Declaration on the Right to Development, in which the General Assembly called for an approach guaranteeing meaningful participation of everyone in development and the fair distribution of the benefits of that development. When traditional outreach approaches made important influence on public engagement, their limitations are also obvious. With the development of Web 2.0 technology, Volunteered Geographic Information (VGI) has been emerging as one of the most important user-generated geographic contents. The crowdsourcing data that generated by volunteers through geo-web, smartphones, and other geo-devices provides invaluable mass data for decision-making.
