Plastic pollution in the ocean is a global concern with more than 8 million tons of plastic dumped into our oceans every year. This policy paper assesses plastic pollution in Narragansett Bay and the negative implications it holds on local seabird populations. Also, essential background information on plastic production and throwaway culture is provided. Moreover, the biological significance of seabirds is described, highlighting the vital role such populations play in local ecosystems such as Narragansett Bay. This study analyzes environmental practices and policy at higher education institutions and examines the process it takes to implement them from student advocacy to administrative recognition that results in the implementation of sustainable plans, programs, and structures for the college in order to produce a feasible proposal for sustainable development at Augustana College. The authors conducted interviews with five colleges that have achieved sustainability in various ways and are largely similar to Augustana in religious affiliation, cultural background, and location: Kenyon, Knox, Luther, Moraine Valley Community College, and Oberlin. This thesis explores the inter-disciplinary space that lies between fisheries management and stock conservation, resource extraction and economic return at the individual producer level, balanced with societal welfare. It considers policy implications in support of changing marine ecosystems and considers the values of the Maine lobster communities, which depend on it. We conducted a comprehensive lobster industry survey to assess costs and effort expended at the producer level for a representative fishing year, and establish a series of production function performance baselines for future comparison. The purpose of this report is to identify policy and practice gaps in resource consumption reduction in the United States, and doing so by using big box retailers as the case study industry.

Through reviewing the history of U.S. federal resource reduction policies, and standard industry practices for greening big box infrastructure, I explore how regulations on sustainability and consumption agree with the Porter Hypotheses. A Regional System Operator in the Western Interconnection would create significant environmental and economic benefits. California alone could realize annual savings of up to 1.5 billion dollars while cutting the state’s greenhouse gas emissions by eight to ten percent in 2030. However, many stakeholders have rejected development of a Regional System Operator both historically and in recent California Legislative sessions. Public lands owned by the Bureau of Land Management are increasingly being used for photovoltaic (PV) system development. Although numerous policies support PV deployment on public lands, those managed by the Bureau of Reclamation have not been considered for PV development. Hydro-electric embankment dams, both publicly and privately owned, may have the potential to be development sites for distributed PV systems. A technical feasibility report was conducted for a case study of a PV installation on Trinity Dam, Trinity County, CA, and found embankment dams could potentially be feasible development sites. Housing on the Yurok reservation in California is a major concern for the local Tribal Government. This report details a study of the energy situation for housing of the Yurok Tribe to provide a framework for implementing housing energy efficiency to benefit low-income members of the Tribal community residing in substandard housing. The report briefly details the history of the reservation as it pertains to the current housing situation, as well as the authors personal context of living for 16 years in the reservation town of Klamath, CA.
