(Horizon) conducted an intensive cultural resources survey of the City of Laredo’s (City) proposed 13.0-acre Manadas Wastewater Treatment Plant Project in Laredo, Webb County, Texas (Project Area). To facilitate its construction, the City is pursuing federal funding through the Texas Water Development Board’s (TWDB) Clean Water State Revolving Fund (CWSRF). As these funds are ultimately federal monies issued by the US Environmental Protection Agency (EPA), the undertaking falls under the regulations of Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended. (MAC) conducted intensive archeological survey with shovel testing in accordance with Texas Historical Commission (THC) guidelines on an approximately 3.4-km-long Area of Potential Effects (APE) for a proposed hike and bike trail in the northeastern portion of the City of Laredo. The project area runs mostly west of a recently completed section of Bartlett Ave. between North Beach Lane and East Del Mar Blvd., just north of the Laredo International Airport (Figures 1 through 3). Intensive pedestrian survey approximately 1,000 linear feet in the vicinity of 41WB160 and 2,000 linear feet in the vicinity of 41WB358 was conducted on behalf of the City of Laredo Utilities Department in advance of the installation of a 24-inch water transmission line. Funds for the project are from the Texas Water Development Board, and Terracon is preparing an Environmental Information Document in support of the project. Accordingly, the archaeological survey and assessment was carried out in coordination with the Texas Historical Commission and under Antiquities Permit Number 7214, issued to David Yelacic.

(Horizon) conducted an intensive cultural resources survey of the US Army Corps of Engineers (USACE) jurisdictional areas within the 153.0-acre Cuatro Vientos tract located just southeast of Laredo in Webb County, Texas (Project Area). In all, the USACE jurisdictional areas within the Project Area total approximately 13.6 acres along opposing sides of an unnamed tributary of Chacon Creek. Although the Project Area consists of private property and will be developed with private funds, its development will require the usage of a Nationwide Permit (NWP) issued by the USACE. The project consists of approximately 7.4 miles of new Right of Way (ROW) immediately adjacent to the existing Loop 20 ROW. With this report, Texas Department of Transportation (TxDOT) begins a reconsideration of approaches to the evaluation and treatment of those areas where surface lithic scatters are the main constituent of the archeological record. The reconsideration was inspired by the Cuatro Vientos project in Laredo, Webb County, Texas. The project and the ideas surrounding it developed slowly. The ideas continued to evolve through discussion between SWCA Environmental Consultants (SWCA) and TxDOT as additional work on the project occurred. On December 7, 2004, the Center for Archaeological Research (CAR) conducted a Phase I intensive pedestrian archaeological survey of a 10-acre portion of Tract 4 in the Las Blancas Subdivision located near Laredo in Webb County, Texas, for Habitat for Humanity of Laredo. The proposed development consists of the construction of low-income housing within this parcel.

Archeological sites 41WB437 and 41WB438 are two prehistoric sites situated on opposing terraces of San Idelfonso Creek at the crossing of U.S. Highway 83, approximately 7.5 km south of Laredo, Texas, and 0.6 km upstream from the confluence of the stream and the Rio Grande River. Site 41 WB438 is characterized by a relatively dense accumulation of lithic debris and occasional groundstone fragments scattered across a broad alluvial terrace on the south side of the stream. These investigations were directly solely towards locating and removing graves exposed by pit and trench excavation activities at the construction site of the Laredo Transit Operating Facilities. This survey produced evidence of Middle Archaic to Late Archaic prehistoric sites in the area. Twelve archaeological sites were documented.
