In November 2019, under contract with the City of Seguin (the City), TRC Environmental Corporation (TRC) conducted in field documentation of an inadvertent discovery consisting of a cistern (41GU211) identified in October 2019. The cistern was discovered during active construction of an asphalt parking lot for the Seguin City Police Department, located within the City of Seguin, Guadalupe County, Texas. Additionally, the City identified a single grave marker prior to construction located in the northwest corner of the Area of Potential Effects (APE), defined as the approximately 0.50-acre proposed parking lot. The project will involve installation of a 140.2-mile-long, 60-inch-diameter water pipeline from Deanville, Burleson County, Texas, to north-central San Antonio, Bexar County, Texas. At the request of Trihydro Corporation, SWCA conducted a cultural resources investigation of the 3.2-mile (5.1 kilometer [km]) Green Valley Special Utility District (GVSUD) Weil Road Fill Line Project area (Project) located in the extra-territorial jurisdictions of the Cities of Santa Clara and Cibolo, Guadalupe County, Texas. The Project alignment traverses privately owned land and existing roadways between the Canyon Regional Water Authority (CRWA) Wagner Booster Pump Station at 1084 West FM 78 in Cibolo, and the GVSUD Booster Pump Station at Weil Road in Marion. (CLIENT), on behalf of the City of Schertz, to perform cultural resources investigations for the Schertz Colonies Drainage Improvement Project in southeastern Schertz, Guadalupe County, Texas. The proposed undertaking involves the improvement of 330 feet of an existing drainage ditch located in north-central Schertz in western Guadalupe County, Texas. All work was conducted in accordance with the Archeological Survey Standards for Texas as set forth by the Council of Texas Archeologists (CTA) and the Texas Historical Commission (THC) under Texas Antiquities Committee Permit Number 8403.

The City also proposes to abandon the existing outfall structure and existing pipeline in place. The proposed project will involve the extension of an existing 24 inch (in) (61 centimeters [cm]) wastewater treatment plant effluent line for a length of 535 feet (ft.) (163 meters [m]). In May 2012, the City of Seguin (City) proposed to undertake street improvements, which included the replacement of water, sewer, and storm sewer lines including installation of four discharge structures replacing existing structures. This project was to be funded entirely by the City. In order to meet its legal responsibilities under existing state guidelines, including the Antiquities Code of Texas 1977 [revised 1987], Title 9, Chapter 191, VACS, Art. 6145-9, the City conducted a cultural resources file search for the proposed APE. The Center for Archaeological Research (CAR) of The University of Texas at San Antonio conducted an archaeological survey of the proposed Retama/Selma Monopole Project for Southwestern Bell Wireless. The investigations included two backhoe trenches, four shovel tests, and a 100-percent pedestrian survey of the project area and access road. The backhoe trenches and shovel tests did not encounter any subsurface artifacts or features, but the pedestrian survey discovered a lithic scatter in the access road. This site, designated 41GU39, contains an Early Archaic component as evidenced by a Gower point. The artifacts appear to be confined to the surface and …
