During the 2020 calendar year, Horizon Environmental Services, Inc. (Horizon) conducted intensive cultural resources surveys for two proposed Anadarko E&P Onshore LLC (Anadarko) projects located on property owned by the Texas General Land Office (GLO) in Reeves County, Texas (Project Areas). These projects included several flowline and pipeline rights-of-way (ROWs). Both projects were privately funded and did not require any federal permitting or coordination. However, as the GLO is considered to be a political subdivision of the State of Texas, the portions of the two projects on GLO property fell under the regulations of the Antiquities Code of Texas (ACT). …

Enercon Services, Inc. (ENERCON), in support of Salt Creek Midstream, LLC, conducted an intensive cultural resources survey for the proposed Halcon Pipeline. The proposed pipeline is approximately 43.3 miles (69.7 km) in length and located near Pecos, Texas in Ward and Reeves counties. This report encompasses only the portion of the proposed Halcon Pipeline located on two tracts of Permanent School Fund land in Reeves County, Texas. On 5 May and 2 June 2020, Horizon Environmental Services, Inc. (Horizon) conducted an intensive cultural resources survey of the US Army Corps of Engineers (USACE) jurisdictional areas within Western Midstream Partners, LP’s (WMP) proposed Red Bluff HP Pipeline Reroute Project located in northwestern Reeves County, Texas (Project Area). Although the undertaking is located entirely on private property and will be constructed with private funds, its development may require the usage of a Regional General Permit (RGP) and/or Nationwide Permit (NWP) issued by the USACE. Between April 3 and 4, 2018, Blanton & Associates, Inc. (B&A), on behalf of KMF Water LLC, at the request of Kimmeridge Energy, conducted an archeological survey within a portion of an Antiquities Conservation Grant Easement (ACGE) located within the Nicolls Tract in service of the Kimmeridge Energy Pipeline in Reeves County, Texas. A 100-percent visual inspection of the 0.62-acre project area was conducted, complemented by eight shovel tests and two creek-bank scrapings. Oncor Electric Delivery Company, LLC is planning to construct the Riverton Sw. – Tunstill Point of Delivery (POD) and Arroyo Bluff POD 138-kV transmission line routes in Reeves County, Texas. Halff Associates, Inc., the routing consultant for Oncor, contracted with AR Consultants, Inc. to conduct an intensive pedestrian survey of the 6.57 miles of new 138-kV transmission line on private property. Survey was conducted June 4-6, 2018. Seventeen shovel tests were excavated near drainages, where buried deposits were expected, and two 15-m transects were walked within the 70-ft-wide survey corridor (approximately 54 acres).

This report summarizes the results of archeological and historical investigations for the Old Pecos Cemetery in Pecos City, Reeves County, Texas. Colgate Energy plans to purchase the area around the cemetery and construct oil and gas facilities on that property. The Old Pecos Cemetery contains graves interred from 1881 to around 1910. It occupies an area of about 0.33 acres and is known to contain many unmarked burials. Colgate Energy hired AmaTerra in August 2017 to investigate outside the fenced limits of the cemetery, to determine whether any unmarked graves are located outside it, and if so, determine the extent …

In November and December 2015, personnel with Prewitt and Associates, Inc., conducted a Phase I archeological survey of the proposed 716-acre West of the Pecos Solar Project area in northern Reeves County, Texas. The survey resulted in the identification of six previously unrecorded archeological sites. The four Native American sites are an open campsite (41RV87) and three open campsites and lithic procurement localities (41RV89, 41RV90, and 41RV91) characterized by stone hearth remnants and sparse scatters of chipped stone and occasional ground or battered stone artifacts. No temporally diagnostic artifacts were identified at these sites. The two twentieth-century historic sites are …
