Leigh and Gill focus on two major, policy relevant sources of change at the local level. First, on the supply side, they examine how responsive community colleges’ are at meeting the needs of the growing immigrant population for education and training. Then, on the demand side, they look into whether the need of local employers for skilled workers is being met, an issue impacted by dynamic technological change and increased global competition.

This report presents findings from a survey that concentrated on issues pertaining to Maine’s business climate for the environmental and energy technology sector. The Environmental and Energy Technology (E2Tech) Council of Maine commissioned the survey, with support from the Maine Technology Institute’s Cluster Enhancement Award. The survey, conducted during the summer of 2006, collected information on the factors believed to affect the business climate for Maine’s environmental and energy technology sector, including availability of external investment, skilled workforce, collaboration among firms and in-state partners. The Wealth of Nations is a treasured classic of political economy. First published in March of 1776, Adam Smith wrote the book to influence a special audience - the British Parliament - and its arguments in the early spring of that year pressed for peace and cooperation with Britain's colonies rather than war.
Smith's message was that economic exploitation, through the monopoly trade of empire, stifled wealth-creation in both home and foreign lands. Moreover, protectionism preserved the status quo, and privileged a few elites at the expense of long run growth.
