Vecinos Indiferentes: Chile, Bolivia Y La Gas Natural, Daniel Hodges-Copple

The purpose of this investigation is to analyze the relationship between Chile and Bolivia with respect to the issue of natural gas exportation and importation. For various historical, political and cultural reasons, Bolivia chooses not to export any of its large natural gas reserves to its neighbor, Chile. This paper will demonstrate and analyze the current energy situation of both countries, the obstacles that prevent cooperation, the efforts being made to correct them, and suggestions for resolving the issue to the benefit of both countries in the context of regional integration.

China’s growing demand for oil is significantly changing the international geopolitics of energy, especially in the Asian Pacific region. The recent growth in oil consumption, combined with forecasts of increased oil imports (especially from the Middle East), have led to deep concern among Chinese leaders regarding their country’s energy security. They are responding in a number of different ways. In particular, they are searching for new sources of supply and seeking to control purchases and transport lanes, while boosting national production at any cost. Ensuring the reliability of global energy supplies will call for policies that both encourage the use of newer, cleaner energy technologies and address the political challenges posed by the world’s growing demand for oil and natural gas. U.S. policy seeks to encourage expansion and diversification of world energy supplies and to promote the transparency and democratic institutions that help energy-producing countries make the most productive use of their resources.

The Dual Approach To The Exportation Of European Governance, Linda Margaret Broughton

The paper argues that this is the effective process by which the EU successfully exports European governance to the CEEC without overtly pressuring states. First, this paper will discuss the type of organisation of sovereignty (the model of federalism) in the EU in order to outline the peculiar institutional elements that enable the EU to export its model of governance in its expansion. EU expansion enhances statehood (understood both in terms of policy autonomy and governance capacity) in the applicant countries at the same time that it exports its own substantive form of governance. The Impact Of Privatization On Economic Growth And Income Inequality In Developing Countries, Samuel Adams

In the 1960s and 1970s academicians, economists and politicians favored state ownership over private ownership in the production and provision of goods and services. By the end of the 1980s, however, there was a reversal of public policy from state domination of the production and provision of goods and services to private ownership and operation. This was due in part to what the World Bank referred to as "state failure”, which was characterized by inefficient service delivery, unprofitable SOEs, high government debt, and stagnant economic growth rates. Accordingly, privatization caught on in many countries as a policy tool to foster …

Corporate governance interventions by hedge fund shareholders are triggering debates between advocates of management empowerment and advocates of aggressive monitoring by actors in the capital markets. This Article intervenes with an empirical question: What, based on the record so far, have the hedge funds actually done to their targets? Information has been collected on 130 domestic firms identified in the business press since 2002 as targets of activist hedge funds, including the funds’ demands, their tactics, and the results of their interventions for the targets’ governance and finance. In a capitalistic market society, all individuals should have an equal opportunity to participate, with varying extents, in consumerism. Democracy entitles one to political participation but people have come to value consumer participation as having more importance as shopping and the exchange of goods and services have become an important part of everyday living. Yet not everyone can participate in consumerism and they end up suffering, especially the children living in poverty. ‘Seeing Like The Imf: Institutional Change In Small Open Economies’, André Broome, Leonard Seabrooke

The International Monetary Fund spends most of its time monitoring its member states’ economic performance and advising on institutional change. While much of the literature sees the Fund as a policy enforcer in ‘emerging market’ and ‘frontier’ economies, little attention has been paid to exploring the Fund’s bilateral surveillance of its Western member states. This article proposes that ‘seeing like the IMF’ provides a dynamic view of how the Fund frames its advice for institutional change. It does so through ‘associational templates’ that do not blindly promote institutional convergence, but appeal for change on the basis of like-characteristics among economies. …

Michael Wheeler is the latest in a new wave of philosophical theorists that fall within a loose coalition of anti-representationalism (or anti-Cartesianism): Dynamical –, Embodied –, Extended –, Distributed –, and Situated –, theories of cognition (DEEDS an apt acronym). Against this background, cognition for Wheeler is, or should be, a more ecumenical concept. This ecumenical approach would still be amenable to making theoretical distinctions, the central one being the notion of offline and online styles of intelligence, a distinction that makes conceptual space for another closely related notion, that of propositional knowledge (knowing that) and tacit knowledge (knowing how).

Both the longer duration of present democratic regimes in Latin America in comparison with past historical periods and their high levels of political instability can be partly explained by the role of electoral rules. In this paper several electoral rules are evaluated for their results on the basis of more than 111 presidential and 137 congressional elections in 18 Latin American countries during the current emocratic periods. First, a focus is cast on the probability that elected presidents have the support of the median voter’s first preference, which is a proxy for the winner’s popular acceptance or rejection. This paper asserts that one of the main reasons the wealth gap between China’s peasants and city-dwellers persists and continues to widen is China’s system of property laws, especially those that specifically govern rural real estate. The principal problem with the current rural property system is that it is a hybrid system – a mix of China’s socialist past with significant changes toward a market-based future. This system marginalizes China’s farmers by creating insecurities in their legal rights to operate rural land and by systematically undervaluing that land. American and Canadian markets rely on each other greatly, given the volume of trade that exists between the two nations. Companies of both nationalities see opportunity in business growth by accessing the market and establishing a physical presence in the other country. American firms which expanded into the Lower Mainland in British Columbia and Canadian firms which expanded into Whatcom County in Washington State were surveyed to identify reasons for, and obstacles to expansion. Canadian companies cited strategic value and benefits of proximity to British Columbia. American companies cited strategic positioning and labor availability as benefits in the expansion process. …
