Singapore's Experience With Car Quotas: Issues And Policy Processes, Sock-Yong Phang, Wing-Keung Wong, Ngee-Choon Chia

This paper examines the policy processes behind Singapore's car quotas. The policy, when filtered through the market mechanism, had a number of unintended consequences. The public's unhappiness with certain features and [`]loopholes' of the system resulted in many changes to the rules. The effects of recent measures to curb speculation on quota premiums are evaluated. Problems with Singapore's Weekend Car Scheme are also discussed. The lesson for transport policy makers elsewhere is that in attempting to deal with the road congestion problem through car ownership policies, an asset market for vehicles should be taken into account.

Structural adjustment and stabilization agreements between Egypt and the International Monetary Fund and the World Bank were signed in 1991. The two agreements are referred to as the economic reform and structural adjustment program (ERSAP). To examine the impact of ERSAP on Egypt's poor , one has to define, first, who are the poor and what is their relative share in the population. The negative impact of ERSAP on the society as a whole will be less harmful if absolute and relative poverty are small in Egypt. Culture, Ideology, And Community: The Dynamics Of Accommodation And Resistance To Restructuring Of The Mexican Sugar Sector, Donna Chollett

Neoliberalism has provoked profound and diverse consequences for rural Mexico, escalating the agricultural crisis for producers and workers in various sectors. Against this context, recent improvements in the sugar sector raise interesting questions about its relative economic success under the neoliberal paradigm. This article contrasts two cane zones--one that experienced economic recovery and another affected by abandonment of the sugar mill--to argue that in the interstices of modernizing neoliberalism, cane growers and mill workers who were subjected to politics of exclusion struggle to ensure the survival of their culture, community, and economic livelihood.
