The Economic And Tax Revenue Impact Of The Nebraska Wind Energy Industry, Eric Thompson

This study by the University of Nebraska-Lincoln Bureau of Business Research (UNL-BBR) explores the economic impact from the construction and operation of wind farms in Nebraska, focusing on those farms with 10 or more wind turbines. The study estimates: 1) the statewide economic and tax revenue impact of the Nebraska wind industry as it is currently configured, 2) the local economic and tax revenue impact of the existing industry in the counties where it operates and 3) the potential statewide economic impact from expansion of the industry through the addition of new wind farms.

Rural Nebraskans are looking for many things in a community. The characteristics of a community that most believe are absolutely essential include social dimensions (sense of personal safety), economic dimensions (jobs/economic opportunities), some basic services (a quality school system, available medical services, affordable housing, quality housing and well maintained infrastructure) and environmental dimensions (a clean and attractive natural environment).

However, persons living in or near larger communities are more likely than persons living in or near smaller communities to be worried or very worried about crime. Furthermore, most persons living in or near communities with populations less than 10,000 are not worried or not very worried about crime in their community.

By many different measures, rural Nebraskans are positive about their community. Many rural Nebraskans rate their community as friendly, trusting and supportive. Most rural Nebraskans also say it would be difficult to leave their community. In addition, most rural Nebraskans disagree that their community is powerless to control its future.

Differences of opinion exist by the size of their community. Residents of smaller communities are more likely than residents of larger communities to rate their community favorably on its social dimensions. The Renewable Fuel Standard (RFS) mandates that U.S. transportation fuel producers blend specific volumes of ethanol and other biofuels with fossil fuels to spur U.S. biofuel production and to minimize foreign oil imports. Ethanol is more corrosive to auto engines than gasoline, and although vehicles manufactured since 2001 are approved to use up to a 15% ethanol blend (E15) (Naylor & Falcon, 2011), E10 is much more widely available. Ethanol producers therefore face a so-called blend wall at 10 percent—a maximum amount of ethanol that is usable domestically based on the demand for gasoline.

A commonly used resource for tracking changes in jobs and income at the county level is the Regional Economic Information System (REIS) data base produced annually by the Bureau of Economic Analysis (BEA). REIS data are derived from tax filings by employers, employees and the self-employed. The data base has been relatively unchanged (except for a reorganization of industry codes) since 1969. Reporting is always for the tax year two-years previous to the release date, so the data are more about historical than current conditions. Much effort has gone into measuring the impact of Demand Side Management (DSM) programs on energy usage, particularly in regards to electric usage. However, there are potential biases in such measurements. This paper explores one of these potential biases, the rebound effect. This effect is caused by changes in consumer behavior as a result of DSM programs. The work of Steven Braithwaite and Douglas Caves provide the starting point for this analysis, although the rebound effect is referenced in many other works in this field.

Most rural Nebraskan households have full-time employment and many employed households derive part of their household income from self-employment. Self-employment is more prevalent in smaller communities. Most rural Nebraskans living in or near the smallest communities have self-employment in their household.

Some rural Nebraska households also have multiple job holding by members of the household. Again, this is more likely to occur in the smallest communities.

Most self-employed rural Nebraskan households get less than one-half of their total household income from self-employment. However, over one-quarter (29%) of self-employed rural Nebraskans get almost all of their household income from self-employment. Many …
