Washington's Joint Legislative Audit and Review Committee (JLARC) has been charged by the state legislature to oversee the state's Employment Security Department's evaluation of the Training Benefits program, which is a program to encourage recipients of unemployment compensation to enroll in formal education and training. Staff members from the Upjohn Institute will consult with the individuals conducting the evaluation in the initial design phase of the ESD evaluation, and then will track progress of it, and finally will audit the results.

Battle Creek CAREERS is an employer resource network (ERN) that operated between 2008 and 2010. This network created a consortium of businesses that provided job retention services, work supports, and training opportunities for entry-level employees, many of whom were receiving public assistance. Upjohn Institute staff members prepared an assessment of this program's accomplishments during that time period. The report presented conclusions about the life cycle experience of the Battle Creek CAREERS program including its initiation, implementation, operation, and wind-down.

Under more and more fiscal scrutiny because of shrinking state and local budgets, workforce development programs are being asked to estimate their return on investment (ROI). This paper introduces basic concepts of ROI in workforce development programs. It distinguishes ROIs estimated for workforce programs from those that are estimated for financial investments or capital projects. The paper furthermore exposits the basic ingredients of an ROI study—identification of the treatment and time periods of analysis, identification of the net impacts of the program, and identification of net costs. This paper addresses the question of whether administrative data that are collected for performance monitoring purposes can be used for program evaluation. It argues that under certain circumstances, such data can be used. In particular, data from the state of Washington are used to examine the effectiveness of services provided to adults under the Workforce Investment Act (WIA). The general theme of an emerging literature on techniques for nonexperimental evaluations of social programs is that many different techniques have appropriate asymptotic properties. A contribution of this paper is to examine the sensitivity of net impact estimators to various estimation techniques. …

Workforce Development Programs In Indiana: A Return On Investment Study, Kevin Hollenbeck

Institute staff conducted a study that estimated the net impacts of workforce development programs in Indiana on employment, earnings, and receipt of unemployment compensation. The study estimated the return on investment of the workforce development programs to individual participants and to the state. Researchers deployed a quasi-experimental approach. Individuals served by programs were statistically matched to individuals who encountered the Job Service during the same period. The statistical match controlled for demographic characteristics and prior labor market experience. Outcome variables including earnings, employment, and unemployment compensation came from administrative data.

The net impacts and private and social benefits and costs of workforce development programs were estimated in three separate studies; two of them in Washington and one in Virginia. The programs included the public job training system, programs at community and technical colleges, adult basic education, private career schools, high school career and technical education, and vocational rehabilitation for disabled individuals and for blind or visually impaired individuals. The net impact analyses were conducted using a nonexperimental methodology. Individuals who had encountered the workforce development programs were statistically matched to individuals who had not. This report establishes that performance monitoring data may be used for program evaluation purposes, such as with process and net impact evaluation. Evidence supporting this assertion is gathered from the administrative data of the State of Washington that examines services provided to adults under the Workforce Investment Act (WIA). The report describes various empirical estimation techniques and summarizes the net impact estimators generated." This study estimates the net impacts and private and social benefits and costs of 11 workforce development programs administered in Washington State. Six of the programs serve job-ready adults: Workforce Investment Act (WIA) Title I-B Adult programs, WIA Title I-B Dislocated Worker programs, Community and Technical College Job Preparatory Training, Community and Technical College Worker Retraining, Private Career Schools, and Apprenticeships. An estimated 6.7 million individuals in the United States are between the ages of 16 and 24 and are not employed, not in school, and have not earned a postsecondary credential. This paper examines the extent to which sectoral initiatives, which operate on the demand side of the labor market, can play a role in facilitating pathways into productive careers for these individuals, who we refer to in the paper as opportunity youth (OY). This project calculated six performance measures for nine Virginia workforce programs for all individuals and subgroups of individuals who exited workforce development and job training programs during 2005. The performance measures comprised a system called Integrated Performance Information (IPI) which was prepared for the executive branch of Virginia as it made budgetary recommendations to develop the state's workforce.
