Latinas In The Labor Market, Lorna Rivera, Vishakha Agarwal, Phillip Granberry

In Massachusetts, the share of Latinas in the overall population has been rapidly increasing. From 2000 to 2019, the number of Latinas increased by 81.5%1 even as the number of Non-Latina women declined by about 5.8% during that same period. The share of Non-Latina White women in the Massachusetts female population dropped from approximately 82% in 2000 to 71% in 2019.

Massachusetts is among the wealthiest states in the country, yet Latino communities here have struggled economically relative to Latinos nationwide. There have been some bright spots—poverty rates have decreased and Latinos now have higher rates of entrepreneurship, education and labor force participation than in years past. Still, a disproportionate share of the more than 800,000 Latinos in Massachusetts today contend with food insecurity and have low rates of intergenerational economic mobility.

In 2018 a financial news and commentary website, 24/7 Wall St., ranked Massachusetts as the state with the largest economic and social disparities between Latinos and non-Latino whites. For example, median household income was shown to be slightly above $80,000 for whites and just under $40,000 for Latinos. Even more starkly, the rates of homeownership were shown as 69.3% and 26.0%, respectively.

This paper examines the determinants of average student debt in New England based on financial, institutional and demographic variables. The dataset is derived from CollegeInsight and measures 15 variables across 71 institutions during the 2011-2014 academic school years. Between 2011 and 2014, average student debt increased 7%, tuition and room and board increased 10%, the percentage of Hispanic students increased 20% and the percentage of international students increased 26%. This policy brief explores the costs and coverage of three proposed paid family and medical leave programs for Massachusetts. These are House Bill 2172, Senate Bill 1048, and 2018 Initiative Petition C. Each of these proposed programs establishes a contributory fund paid by employers and employees, to be used for eligible workers when they are out of work for their own serious health condition or that of a family member, for pregnancy, or to bond with a new child. The medical leaves considered are for own health reasons, including those related to pregnancy. Family leaves are for bonding with a …

When Trash Costs Money: Analyzing The Impact Of Pay-As-You-Throw Programs In Massachusetts, Thomas W. Barry Iv

This paper evaluates whether municipalities with Pay-As-You-Throw (PAYT) programs dispose of less trash per household than municipalities without them. Given how much trash U.S. residents produce, the negative environmental effects associated with trash disposal, as well as how much the U.S. Environmental Protection Agency advocates for PAYT, it is important to closely analyze whether these programs actually do their job. This paper formally analyzes the effects of PAYT programs using the Massachusetts Department of Environmental Protection’s trash disposal data from 2011-2015. We study over 20 million emergency room (ER) discharges in Massachusetts and three comparison states to estimate the impact of Massachusetts health care reform on claims for Workers’ Compensation (WC). Prior evidence on the relationship between health insurance and WC claiming behavior is mixed. We find that the reform caused a significant decrease in the number of per-capita ER discharges billed to WC. This result is driven by larger decreases in WC discharges for conditions for which there is greater scope to change the payer or the location of care. Conversely, we estimate smaller impacts for weekend versus weekday admissions …

The Affordable Care Act (ACA) presents an opportunity to significantly improve compensation for American workers. A potential concern, though, is that employers will circumvent the employer mandate by increasing their use of workers in staffing arrangements that are not covered by the mandate: workers averaging less than 30 hours per week, working on a temporary basis, or working in organizations with fewer than 50 full-time employees. In this paper, we shed light on the likely effects that the ACA will have on employment arrangements. Unemployment Insurance Policy In New England: Background And Issues, Robert Tannenwald, Christopher J. O'Leary

Most states have exhausted their unemployment insurance (UI) trust fund and borrowed from the federal government at least once during the past 35 years. Under such circumstances, states are required by law to raise UI taxes to replenish their trust funds and to pay off their debts to the federal government. Since higher UI taxes increase employer costs, replenishment forces states into a trade-off between economic competitiveness and trust fund adequacy. Competitive pressures have raised questions about prevailing standards of adequacy and the speed at which they should be attained. Consequently, several states are contemplating tax reductions despite low reserves. …

This thesis researches the possibility of a renewable energy project specifically for Assumption College. As the school is already investing in solar power, my study looked at the feasibility of a wind turbine or geothermal heat pump unit on the campus. I conducted interviews with various institutions that have already undertaken similar projects so that I could better understand the process of installing these technologies, to discover possible funding that could be available, and the success of this technology in other schools. Mandate-Based Health Reform And The Labor Market: Evidence From The Massachusetts Reform, Jonathan T. Kolstad, Amanda E. Kowalski

We model the labor market impact of the key provisions of the national and Massachusetts "mandate-based" health reforms: individual mandates, employer mandates, and subsidies. We characterize the compensating differential for employer-sponsored health insurance (ESHI) and the welfare impact of reform in terms of "sufficient statistics." We compare welfare under mandate-based reform to welfare in a counterfactual world where individuals do not value ESHI. Relying on the Massachusetts reform, we find that jobs with ESHI pay $2,812 less annually, somewhat less than the cost of ESHI to employers. Accordingly, the deadweight loss of mandate-based health reform was approximately 8 percent of …

During my senior year in the Honors College at UMass Boston, I became involved in the yearlong Creative and Social Entrepreneurship Fellowship program. During this program, I interned alongside other UMass Boston students at a local creative non-profit organization, providing the staff with assistance as they worked towards achieving their goals. This internship was funded by the Creative Economy Fund (CE Fund) from the University of Massachusetts President’s Office. Data reveal a growing number of Massachusetts workers who both earn low wages and live in low-income families. They face “double jeopardy”: As low-wage earners, they are least likely to receive employer-sponsored benefits, yet they are often ineligible for means-tested government anti-poverty programs.

Early in the seventeenth century Algonquians peoples of southern New England and English colonists built a middle ground which benefitted both groups. Trade, the existence of competition from Dutch and French colonies and powerful Algonquian tribes maintained this middle ground. However, as trade items, such as beaver pelts and wampum became rare or lost value and continued English immigration to New England weakened Dutch claims to the area, the middle ground began to crumble. As English-style farms and livestock changed the ecology of New England and the colonists sought to assert their will, Algonquians lost the ability to live as …

Dorchester’s Upham’s Corner neighborhood is home to a diverse mix of neighborhood residents, many historical landmarks, and a commercial district. At one point, Upham’s Corner was one of the top five market hubs for New England. It was because of this market history that the Strand Theater was built as a community home, as a community connection, and as a network. UMass Boston’s College of Management undergraduate students have developed ideas for promoting the arts and bringing businesses to the Upham’s Corner neighborhood.
