The Potential Effects Of Federal Health Insurance Reforms On Employment Arrangements And Compensation, Marcus Dillender, Carolyn Heinrich, Susan Houseman

The Affordable Care Act (ACA) presents an opportunity to significantly improve compensation for American workers. A potential concern, though, is that employers will circumvent the employer mandate by increasing their use of workers in staffing arrangements that are not covered by the mandate: workers averaging less than 30 hours per week, working on a temporary basis, or working in organizations with fewer than 50 full-time employees. In this paper, we shed light on the likely effects that the ACA will have on employment arrangements. We first examine how part-time employment in Massachusetts changed after its health insurance reform, which is …

How Does Your Kindergarten Classroom Affect Your Earnings? Evidence From Project Star, Raj Chetty, John Friedman, Nathaniel Hilger, Emmanuel Saez, Diane Schanzenbach, Danny Yagan

In Project STAR, 11,571 students in Tennessee and their teachers were randomly assigned to classrooms within their schools from kindergarten to third grade. This article evaluates the long-term impacts of STAR by linking the experimental data to administrative records. We first demonstrate that kindergarten test scores are highly correlated with outcomes such as earnings at age 27, college attendance, home ownership, and retirement savings. We then document four sets of experimental impacts. First, students in small classes are significantly more likely to attend college and exhibit improvements on other outcomes. This paper explores the earnings differentials between female immigrants from 14 places of origin when compared to each other and a number of other groups. The very large differences in average earnings between female immigrant groups are found to be largely due to human capital and family characteristic differences. The study employs OLS regression to make earnings comparisons between immigrant women from each of the 14 places of origin to three reference groups. We find that although female immigrants from most countries are doing well relative to female natives, they fall significantly behind native males and male immigrants, even after …

1. Macro mobility studies address the entire economy. They ask the question, how much income mobility and/or earnings mobility is there in the economy?
2. A second group of studies, micro mobility studies, examines patterns of income and earnings change over time for different individuals or groups. They ask the questions, which individuals or households experience movements of what magnitudes, and what are the correlates and determinants of these movements?
