Smart city technology has its value and its place; it isn’t automatically or universally harmful. Urban challenges and opportunities addressed via smart technology demand systematic study, examining general patterns and local variations as smart city practices unfold around the world. Smart cities are complex blends of community governance institutions, social dilemmas that cities face, and dynamic relationships among information and data, technology, and human lives. Some of those blends are more typical and common. Some are more nuanced in specific contexts. This volume uses the Governing Knowledge Commons (GKC) framework to sort out relevant and important distinctions. The framework grounds …

University Medical Center (UMC), a major teaching hospital, will also be an important driver of the academic health center. For the purposes of this report, UNLV’s medical and health science entities along with UMC are referred to collectively as the UNLV Academic Health Center.

This case study brings new attention to a critical but under-appreciated dimension of so-called “smart” cities: how smart city governance builds and relies on institutionalized sharing of data, information, and other forms of knowledge across all sectors of public administration. Those smart city practices are referred to here as knowledge commons and systematized using the Governing Knowledge Commons (GKC) research framework. That framework extends and modifies Ostrom’s research tradition as to community-based resource governance. As with other GKC-focused research, this work relies on a qualitative case study. The household registration system (hukou system) in China has hampered rural-urban migration by posing large migration friction. The system has been gradually relaxed in the past few decades, but the reforms have been differential in city size. We find a striking contrast in migration patterns between years 2005 and 2015; rural people tended to move more to large cities in 2005, but more to small- and medium-sized cities in 2015. We calibrate a spatial quantitative model to the world economy in both years with China divided into rural, mega-city, and other-city regions. This fact sheet includes information on job growth, annual pay growth, and personal income growth for micropolitan areas in the Mountain West region.

This Fact Sheet highlights income inequality in Nevada at both the county and metropolitan level. The Tables that follow report disparities in income across 16 Nevada counties, as well as 9 metropolitan areas in the state, as identified by the Economic Policy Institute. To offer a complete comparison, we also present income disparities between the components of the Southwest Megapolitan Triangle: Las Vegas-Henderson-Paradise, NV; Los Angeles-Long Beach-Anaheim, CA; and Phoenix-Mesa-Scottsdale, AZ.

The Economic Impact Of City-County Consolidations: A Synthetic Control Approach, Joshua Hall, Josh Matti, Yang Zhou

Economics Faculty Working Papers Series

Although more rapid development is a primary motivation behind city-county consolidations, few empirical studies explore the impact of consolidation on economic development. No studies look at government consolidation in the United States using modern causal inference methods. We use the synthetic control method (SCM) to examine the long-term impact of city-county consolidations on per capita income, population, and employment. The results from the three cases explored indicate that consolidation does not guarantee development and actually can have negative effects. Additionally, consolidation can deepen the urban-rural divide by accelerating the decline of rural populations relative to those of urban areas. The …

Articulating the goals of economic development and defining quality of life has drawn the attention of influential thinkers from Socrates to Sen. Attempts to quantify and compare economies as they pertain to these concepts have largely focused on the macroeconomy. In this study, the Metropolitan Development Index is created to measure development and quality of life in large, urban areas in the United States. The researchers then test the sensitivity of city rankings to the data used in constructing the index. The Living Cities Integration Initiative (TII) began in 2011 as a three-year program to accelerate local initiatives promoting greater economic inclusion in five cities across the country. In Cleveland, Ohio, the TII was known as the Greater University Circle (GUC) Community Wealth Building Initiative and was part of the more comprehensive Greater University Circle Initiative (GUCI) between 2011 and 2013. The GUCI began in 2005 and will continue beyond TII. This report will refer to the three-year Living Cities program as the GUCI/TII.

Blue Growth In The Middle Kingdom: An Analysis Of China’S Ocean Economy, Rui Zhao, Stephen Hynes, Guang Shun He

This paper builds on the work carried out by OEAS in China, which established the framework of ocean economy accounting in China. It also demonstrates how it is possible to compile ocean economy data, from the existing government databases in China. The Chinese ocean economy was divided into two separate parts for the purpose of the analysis presented; the ocean industry and ocean-related industry. Data was collected for 12 major ocean industries. Using a similar methodology to that developed in previous international studies, it was found that the major ocean industries produced US$239.09 billion in value added output in 2010 …
