This paper, which was written as a White Paper for the Federalist Society, describes and assesses the question whether public employee pensions can be restructured in bankruptcy, with a particular focus on Detroit. Part I gives a brief overview both of the treatment of pensions under state law, and of the Michigan law governing the Detroit pensions. Part II explains the legal argument for restructuring an underfunded pension in bankruptcy. Part III considers the major federal constitutional objections to restructuring, Part IV discusses arguments based on the Michigan Constitution, and Part V assesses several Chapter 9 arguments against restructuring. Community development corporations seek to stabilize neighborhoods affected by the recent foreclosure crisis through acquisition and redevelopment of distressed properties. One rationale for this work is the alleviation or avoidance of negative foreclosure impacts. We estimate the lost value to proximate properties associated with a single foreclosure through a Markov chain representing probabilistic transitions between foreclosure stages. We apply our model to a case study of foreclosure properties in Chelsea, MA. A rank ordering by estimated property value impacts indicates significant potential gains in social value as compared to current community development practice. The wide-spreading protest movement in Turkey is bringing up the irresistible analogy: Taksim Square is for Turkey what Tahrir Square is for Egypt. Considering that Tahrir Square events were the extension of the protest movement that started it all from Tunisia, it follows that the turmoil in Turkey is similar to the so-called Arab Spring. But most observers and media analysts are dismissing Taksim Square movement arguing that Turkey’s uprising is not similar to the Arab Spring because Erdoğan and his party are democratically elected and that Erdoğan has governed over a period of unprecedented economic prosperity.

While environmental and economic sustainability have been driving factors in the movement towards a more resilient built environment, social sustainability is a factor that has received significantly less attention over the years. Federal support for low-income housing has fallen drastically, and the deficit of available, adequate, affordable homes continues to grow. In this thesis, I explore one way that architects can design affordable housing that is intrinsically sustainable. In the past, subsidized low-income housing has been built as if to provide a short-term solution—as if poverty and lack of affordable housing is a short-term problem. Since the 1980s, public policymakers and contracting agents in the United States have promoted the concept of public-private partnerships (PPPs). These are typically seen as partnerships between the public and business sectors, but research finds that nonprofit intermediary institutions, either created for the purpose or already in existence, are often what makes it possible for PPPs to function and realize their potential. Nonprofits of this kind provide a "third space" in which PPPs can be formed, implemented, and sustained; they may also serve as value guardians of the PPP process. This study describes the impact of GRC on the State of Ohio and on Northeast Ohio, where GRC is located. Northeast Ohio includes the eight counties in the Akron and Cleveland metropolitan areas.1 This report is an expansion and update of an earlier study, published in February 1996.2 As before, this study employs two methods to determine GRC’s influence on the state and local economies. The first method uses quantitative models to estimate the effect of GRC on the studied economies.
