The majority of state funding for capital improvements at Tennessee’s general aviation and commercial airports comes through grants awarded from the Tennessee Transportation Equity Trust Fund (TETF). Through a 4.5 percent sales and use tax on the consumption of aviation fuel, users help to fund the continued improvement and maintenance of aviation facilities around the state. Aircraft refueling operations associated with the FedEx “SuperHub” in Memphis were responsible for two-thirds of the TETF’s revenue for Fiscal Year 2014. This thesis shows the limitations of price and quality information for improving the value of healthcare delivery in the United States. First, in four survey experiments to determine the impact of information on decision-making, consumers were more likely to choose the lower cost or higher quality option when relevant information was presented in straightforward ways with a minimized risk of information overload (n = 224, t = -3.7065, p = 0.0002). This Comprehensive Economic Development Strategy (CEDS) is the outgrowth of a long running effort by the John S. Watson Institute for Public Policy at Thomas Edison State College (Watson Institute) to support economic and community development in New Jersey with a particular focus on urban areas in need of revitalization. The Watson Institute was previously awarded a United States Economic Development Administration (USEDA) grant to complete an economic analysis of the North Central New Jersey Region. The USEDA approved that analysis and awarded additional funds to continue our work, culminating in this CEDS plan.

Determinants Of Wind Energy Deployment: Infrastructures, Policies, Resources, Or Economics?, Marc Sydnor

This dissertation analyzes the pattern of deployment of wind power across the United States, focusing on the influence of wind resources, incentives/supportive government and governance policies, supportive/confounding infrastructures, and economic factors. The effects of these factors are considered for 35 states from the year 2001 to 2012. Effects are estimated using fixed effects regression models, forward step-wise between modeling, and lead-lag models. The results indicate that demand, electrical transmission availability, and complementary generation assets, as well as the import-export of electricity are important factors in determining where wind energy deployment occurs.
