The House Energy and Commerce Committee has begun a process to review and update the Communications Act of 1934, last revised in any material way in 1996. As the Committee begins the review process, this paper responds to questions posed by the Committee that all relate, in fundamental ways, to the question: "What should a modern Communications Act look like?" The Response advocates a "clean slate" approach under which the regulatory silos that characterize the current statute would be eliminated, along with almost all of the ubiquitous 'public interest' delegation of authority found throughout the Communications Act. Labor Standards And South Korean Employment Practices In North Korea, Marcus Noland

By 2012, South Korean firms employed more than 50,000 workers in North Korea. This paper examines whether their employment practices are likely to encourage North Korea’s transition. Survey data indicate that the North Korean government has successfully circumscribed exposure of North Korean citizens both to South Koreans, and to more market-oriented economic practices. South Korean investment in North Korea may well be beneficial for both the firms and workers involved, but evidence of the sort of broader spillovers that proponents of engagement sometimes assert is not evident. The possibility of using voluntary labor codes to promote transformation is then examined.

This paper analyzes the concept of municipal bankruptcy in a comparative framework with commercial bankruptcy. Cities are corporate bodies that continue to exist despite the ever changing identities of the residents. The common designation of cities as municipal corporations suggests an affinity between them and commercial corporations that would offer a bridge between commercial and municipal bankruptcy. Despite this apparent affinity, however, there are significant institutional differences between the two forms of corporation that prevents construction of such a bridge. Commercial bankruptcy allows both creditors and debtors to resolve problems that emerge in consequence of a debt default, and to …

Cursed Resources? Political Conditions And Oil Market Outcomes, Gilbert E. Metcalf, Catherine Wolfram

We analyze how a country’s political institutions affect oil production within its borders. We find a pronounced negative relationship between political openness and volatility in oil production, with democratic regimes exhibiting less volatility than more autocratic regimes. This relationship holds across a number of robustness checks including using different measures of political conditions, instrumenting for political conditions and using several measures of production volatility. Political openness also affects other oil market outcomes, including total production as a share of reserves. Our findings have implications both for interpreting the role of institutions in explaining differences in macroeconomic development and for understanding …

Many social scientists rely on the rule of law in their accounts of political or economic development. Many however simply equate law with a stable government capable of enforcing the rules generated by a political authority. As two decades of largely failed efforts to build the rule of law in poor and transition countries and continuing struggles to build international legal order demonstrate, we still do not understand how legal order is produced, especially in places where it does not already exist. The impact of global activism against trade liberalisation is examined in this article through an analysis of the initiatives of cross border civil society networks and with a particular attention to the failed 2003 WTO Ministerial Conference in Cancun. In an empirical contribution to the literature of foreign aid, we estimate the impact of foreign aid on democracy in a panel of 93 developing economies during 1971–2010. We find that foreign aid promotes democracy, with the result robust to different estimation methodologies and control variables and to instrumenting for foreign aid.

The Mutual Gains From Trade Moderate The Parent-Offspring Conflict, Sergio Da Silva

This essay asserts that the mutual gains accruing from the exchange of goods between siblings can moderate the famous parent-offspring conflict, an issue of interest in evolutionary biology. The rationale combines basic concepts of economics and behavioral genetics, and fills in the gaps of standard economic theory by justifying why trade, ultimately a cooperative endeavor, is possible from egoistic utility maximizers.
