Development Of Ocean Economy Satellite Account In Korea, Jeong-In Chang, Soo Bin Jeong, Tae Jin Kim
Journal of Ocean and Coastal Economics
The ocean has emerged as a new solution to new growth engines. However, some issues remain to be resolved, such as unified concepts and evaluation methods for the ocean economy, comparability between the national economy and the ocean economy, and the connection between global and national assessments. Since the ocean economy comprises various complex industries, it is necessary to establish policies based on an objective analysis of economic indicators. However, there have been difficulties in analyzing industrial activities related to the ocean economy within the national account system. To more accurately calculate the share of the ocean economy sector in …

Riders On The Storm: Hurricane Risk And Coastal Insurance And Mitigation Decisions, Harrison Laird, Craig E. Landry, Scott Shonkwiler, Dan Petrolia
Journal of Ocean and Coastal Economics
This paper utilizes cross-sectional, household-level, survey data combined with data on subjective risk perceptions and experimentally derived risk preferences to analyze the decision to insure against hurricane losses. Our sample encompasses 670 individuals in five states of the United States Gulf Coast Region (Texas, Louisiana, Mississippi, Alabama, and Florida). This study represents one of the few papers to examine wind insurance empirically and the only study to examine flood insurance, wind insurance, and mitigation behavior contemporaneously. Because these decisions are closely related, we employ a mixed-process regression, which allows for correlated error terms across a random-effects bivariate probit model (flood/wind …

Ten Years Of Economic Analyses For The European Marine Strategy Framework Directive: Overview Of Experiences And Lessons Learned, Rob Van Der Veeren, Ann Kathrin Buchs, Günter Hörmandinger, Soile Oinonen, Conceição Santos, Max Vretborn
Journal of Ocean and Coastal Economics
The European Marine Strategy Framework Directive, which came into force in 2008, requires from Member States inter alia to perform various (types of) economic analyses. In order to help Member States to implement this directive, the European working group on Economic and Social Analysis was initiated in 2009. This working group has developed various guidance documents which have been very useful in helping each other to understand the Directive and its requirements, to develop one language, to understand the pros and cons of various approaches, and to share experiences. However, up until now, outside of this working group this information …
Allisions, Collisions And Groundings: Estimating The Impact Of The Physical Oceanographic Real Time System (Ports(R)) On Accident Reduction, Eric Wolfe, Kenneth N. Mitchell
Allisions, Collisions And Groundings: Estimating The Impact Of The Physical Oceanographic Real Time System (Ports(R)) On Accident Reduction, Eric Wolfe, Kenneth N. Mitchell
Journal of Ocean and Coastal Economics
Reductions in the rates of domestic allisions, collisions and groundings (ACGs) are the result of technological advances as well as implementation of best practices in the maritime industry. This study estimates long-term gross benefits derived from expanded implementation of the National Oceanic and Atmospheric Administration’s Physical Oceanographic Real-Time System (PORTS®) with respect to reductions in ACG rates in the United States. Following PORTS® installations that provided expanded coverage of U.S. ports and adjoining areas, concomitant decreases in accident rates occurred. While previous estimates suggested that between twenty and sixty percent of grounding accident reductions were due to PORTS®, current research …
Considerations Of Socio-Economic Input, Related Challenges And Recommendations For Ecosystem-Based Maritime Spatial Planning: A Review, Mavra Stithou
Considerations Of Socio-Economic Input, Related Challenges And Recommendations For Ecosystem-Based Maritime Spatial Planning: A Review, Mavra Stithou
Journal of Ocean and Coastal Economics
Socio-economics in an ecosystem-based Marine Spatial Planning (MSP) process cover a wide range from specifying socio-economic objectives, respective indicators, organising stakeholder engagement, to data, methods and tools (e.g., environmental valuation and cost-benefit analysis) for example to identify issues, assess ecosystem services, provide an insight on human behaviour and compare alternative marine plans with potentially competing goals. In addition, social principles such as that of social equity have an important role to play in achieving sustainability in marine management. However, the use of socio-economics in making the ecosystem-based MSP framework operational, poses certain challenges to researchers, regulators and policy-makers. The purpose …

Rebuilding The Classification System Of The Ocean Economy, Dr. Kwang Seo Park, Dr. Judith T. Kildow
Journal of Ocean and Coastal Economics
Many ocean countries have attempted to estimate the size of the ocean economy or industry. However, it is difficult to compare the ocean economy among countries because the definition, classification standard, and scope vary within each country. This study aims to provide concrete practical proposals for universal definition, classification standard, and scope of the ocean economy. With regard to the definition of the ocean economy, a combination of industrial and geographical perspectives is considered simultaneously. As a result, the ocean economy is defined as the economic activities that directly or indirectly take place in the ocean and use outputs from …

Assessing The Economic Costs Of Water Pollution In The Yangtze River, China, Xiaoli Zhang
Journal of Ocean and Coastal Economics
Water pollution of the Yangtze River basin is very serious. Studies have shown that from the upper to the lower river, the water volume decreases and development and pollution increase, especially in trans-boundary areas. The Yangtze Estuary is located at the intersection of Jiangsu Province and Shanghai where the waters flow directly into the East China Sea. The estuary provides drinking water to many people and serves multiple other functions, including agricultural irrigation, tourism, and aquaculture. It plays a pivotal role in the local social and economic development and in people’s general wellbeing. Directly or indirectly, the pollution of the …
