Rising water temperatures along the northeastern U.S. continental shelf have resulted in an offshore range shift of the Atlantic surfclam Spisula solidissima to waters still occupied by ocean quahogs Arctica islandica. Fishers presently are prohibited from landing both Atlantic surfclams and ocean quahogs in the same catch, thus limiting fishing to locations where the target species can be sorted on deck. Wind energy development on and around the fishing grounds will further restrict the fishery. This research draws upon expertise across multiple disciplines and fields. Leveraged are natural systems data and social-behavioral data. The high-level objective is to advance our understanding of how very recent recurrent flooding has impacted residents within the City of Portsmouth, and then forecast these impacts under projections of sea level rise. While this research draws upon data for the City of Portsmouth, the findings may be generalized to the broader Hampton Roads region.

The global migration crisis the world has experienced thus far is only the tip of the iceberg. Adaptation to sea level rise (SLR) requires coordination among local, state, and federal entities and collaboration across governments, nonprofits, businesses, and residents. This coordination and collaboration are reflected in institutional arrangements associated with a whole-of-government and whole-of-community approach to regional adaptation. This study analyzes the development of an interlocal agreement (ILA), the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project (the Pilot Project), as an example of such an arrangement. The contingent valuation method, recommended by the U. S. Water Resources Council, was used to estimate the economic value of sport fishing and diving at the Chesapeake Light Tower Artificial Reef. The study is based on a random sample of 170 anglers and 33 divers who participated in telephone, personell and mail-in surveys in 1985 and 1986.

The average user value (consumer surplus) was $21.13, $110,75, and $13.30 for head boat anglers, private boat anglers and sport divers, respectively, who claimed to have used the reef in 1985. Variation in consumer surplus was statistically affected by trip expense, distance from …
