Biomass And Biofuels In Maine: Estimating Supplies For Expanding The Forest Products Industry, Jonathan Rubin, Kate Dickerson, Jacob Kavkewitz

This paper estimates the renewable energy potential of Maine’s forest resources, and how much energy these resources could potentially provide the state. Using the most recent state-specific data available, and a methodology similar to the Billion Tons Report, we find that ethanol production from Maine’s forest residues could potentially provide 18% of Maine’s transportation (gasoline) fuels with a fermentation wood to ethanol process. Making Fischer-Tropsch diesel (F-T diesel) using forest residues can replace 39% of Maine’s petro-diesel consumption. Actual levels of biofuels that can be produced will depend on conversion factors and forestry residue removals that are subject to uncertainty.

Ocean and coastal areas of the United States contribute significantly to our nation’s overall economy. The extent to which our economy benefits from the wide range of marine and coastal activities is not completely understood. The National Ocean Economics Program (NOEP) has attempted to track and value the ocean and coastal- related economic activities in the United States. To date six sectors are included in its information system (www.oceaneconomics.org). TThis paper explores the crucial linkage between societal risk perception and the survival of threatened ecosystems exhibiting non-linear stock dynamics. Perception of risk over specie’s importance and over its survival chances may be subject to resilience and therefore may differ from actual risks. Whereas, ecosystems stand a better chance of survival if they aren’t stressed beyond their resilience thresholds. When an ecosystem’s sustainability and the subjective perception of risks of their loss are both influenced by the stock of a common natural resource, several resource management outcomes are possible, not all of which may ensure the sustainability of the ecosystem. …

Historically, the subsistence based lifestyles of small scale economies (SSEs) have avoided pushing the stock of their natural resources beyond thresholds where their resilience could be lost. However, rising frequencies of natural disasters coupled with a growing outside influence from the developed economies are increasingly putting pressure on the economic and natural resources of these societies. This paper explores the nature and role of inter-linkages between ecological and economic resilience in SSEs towards maintaining long term sustainability in the face of these external influences. Given worldwide problems of access to safe potable water, this presentation examines how tools of economics can aid in drafting appropriate mitigating policies. Utilizing partial equilibrium analysis, it demonstrates the role that prices play in social coordination and then applies the framework to real world examples. In addition it examines Pigouvian Taxation and Coasean Bargaining as two classic methods for dealing with externalities in the context of water pollution. Second-best solutions such as tradable permits and metered pricing by public utilities are discussed. Large commercial publishers charge dramatically higher prices to institutions than do non-profit publishers. These price differences do not reflect quality as measured by citation rate or pages. We discuss effect of prices and citations on number of library subscriptions and offer an explanation for why competition has not been able to erode the price difference between commercial and non profit journals.

Maine Policy Review
Mike LeVert, Charles Colgan and Charles Lawton discuss the transformation of the economic environment of Maine’s forests over the past two decades. Paper companies have sold most of their holdings; residential and conservation demand for land has increased; forestland prices have skyrocketed; and new classes of landowners have different strategies, objectives, and time horizons than the old industrial landowners. The authors believe that management of Maine’s forests must now address changes in the economic environment with the same intensity as threats such as the spruce budworm were addressed if we are to keep Maine’s forests as forests.

Human behavior is not always consistent with standard rational choice predictions. The much-investigated variety of apparent deviations from rational choice predictions provides a promising arena for the merger of economics and biology. Although little is known about the extent to which other species also exhibit these seemingly irrational patterns of human decision-making and choice behavior, similarities across species would suggest a common evolutionary root to the phenomena.
