The Singapore Model Of Housing And The Welfare State, Sock Yong Phang Dec 2010

The Singapore Model Of Housing And The Welfare State, Sock Yong Phang

PHANG Sock Yong

While Singapore is not generally regarded as a welfare state, the provision of housing welfare on a large scale has been a defining feature of its welfare system. The extensive housing system has played a useful role in raising savings and homeownership rates as well as contributing to sustained economic growth in general and development of the housing sector in particular. Few would dispute the description of Singapore’s housing policies as 'phenomenally successful' (Ramesh, 2003). Singapore’s economic growth record in the past four decades has brought it from third world to first world status (Lee, 2000), with homeownership widespread at …

From Efficiency-Driven To Innovation-Driven Economic Growth: Perspectives From Singapore, Kim Song Tan, Sock-Yong Phang

PHANG Sock Yong

The Singapore economy is going through a period of major restructuring. Economic stagnation since the 1997 Asia financial crisis (except for a brief recovery in 1999) has called into question the continued relevance of many fundamental policies that had worked well in the past. In 2002, a high-level Economic Review Committee (ERC) was convened by the government to chart new directions for the economy. A common thread that ran through the committee’s various reports was a call to enhance the economy’s innovative capacity, with the aim of making Singapore an innovation hub in the region. The call reflects an increased …

Road Congestion Pricing In Singapore: 1975-2003, Sock-Yong Phang, Rex S. Toh Dec 2010

Road Congestion Pricing In Singapore: 1975-2003, Sock-Yong Phang, Rex S. Toh

PHANG Sock Yong

Facing traffic congestion in the Central Business District and enormous demands on scarce land resources by the growing number of motor vehicles, Singapore, a small island city-state the size of Seattle, embarked on a bold decision to reduce road congestion by implementing the famous Area Licensing Scheme in 1975. This was a manual system of tolls for multiple entries into the Restricted Zone. While achieving the intended effect of cutting down on the volume of vehicular traffic in the Restricted Zone, the authors (and others) found that the problem of congestion had merely shifted in time and place. Many changes …

The Multiplier Effect: Singapore's Hospitality Industry, Habibullah Khan, Sock-Yong Phang, Rex S. Toh Dec 2010

The Multiplier Effect: Singapore's Hospitality Industry, Habibullah Khan, Sock-Yong Phang, Rex S. Toh

PHANG Sock Yong

Tourism's contribution to Singapore's economy has increased over time. Tourism contributed 11.9% to Singapore's GDP in 1992, about half of that from direct revenues. Indirect and induced sources contributed about equally to the other half. While the direct effect of tourist expenditures on the Singapore economy are predominant, the indirect and induced effects are also significant, indicating strong sectoral linkages within the local economy, especially with respect to the hospitality industry.

International Labor Rights And The Sovereignty Question: Nafta And Guatemala, Two Case Studies, Lance A. Compa Nov 2010

International Labor Rights And The Sovereignty Question: Nafta And Guatemala, Two Case Studies, Lance A. Compa

Lance A Compa

[Excerpt] Labor rights advocates in the United States and allied organizations abroad attempting to establish international fair labor standards run up against traditional notions of sovereignty in formulating national labor policies and development strategies. In the same way that entrenched sovereignty principles gradually yielded to international human rights claims after World War E, sovereignty is now being challenged by claims of international laborrights in the field of employment standards and industrial relations. This Article seeks to illuminate this challenge to sovereignty in two case studies of labor rights advocacy. Part I sets the stage with an overview of the growing …

Economic Crisis And External Trade In Sudan, Professor Issam A.W. Mohamed Sep 2010

Economic Crisis And External Trade In Sudan, Professor Issam A.W. Mohamed

Professor Issam A.W. Mohamed

Nowadays, Sudan suffers severe financial crisis with the eminent demise of 75% of its oil revenues that represented over 90% of its foreign currency after the secession of its Southern part after a constitutional referendum. The compensatory revenues generating economic sectors are not able in the short, medium or runs to function due to the lack/diminished infrastructures. Hard currency exchange rates have soured against the domestic one and inflation sky-rocketed with severe recession grasping the economic cycle in the country which assess logic assumptions of stagflation. Reforming Sudan's foreign trade sector is essential though it will not replace oil revenues …

Vicente German-Soto

Mexican experience in this king of studies only exists for the total economy and it suggests that these differences have been accentuated in recent dates after they have experimented one stage of reductions. The analysis is carry on during the period 1960-1998 and it is supported in spatial econometric techniques. The results indicate that regional growth of the industrial sector has been quite heterogeneous. Techniques identify a rich cluster of states in the North and another cluster of poor states in the South of the country.

Infrastructure For Economic Growth And Development: The Financing Gap, Michael Regan Aug 2010

Infrastructure For Economic Growth And Development: The Financing Gap, Michael Regan

Michael Regan

Extract: Infrastructure is one of the most important tools for accelerating economic development in developing and transition economies. However, the benefits are not always uniform across nations; the results vary significantly between industries, and improved social returns from additional investment have more to do with the procurement method and operational efficiencies than the amount of money that is employed. This article provides a review of the role that infrastructure plays in strengthening economic development and poverty reduction and reducing trade costs to support improved regional cooperation and integration in Commonwealth countries.

Effect Of Monetary Incentives On Institutional Deliveries: Evidence From The Janani Suraksha Yojna In India, Ambrish A. Dongre

Ambrish A Dongre

This paper is the fi#12;rst attempt to rigorously evaluate the short term e#11;ffects of the `Janani Suraksha Yojna' (Safe Motherhood Scheme), a nationwide conditional cash transfer program in India, launched in April 2005. Under the scheme, a woman delivering her child in a medical facility is provided monetary rewards.

My diff#11;erence-in-di#11;fference results indicate that in the initial one and a half years of its operation, the scheme did not have any eff#11;ect on the disparity between the targeted and non- targeted states. In fact, the gap widened in this period, albeit marginally. But beginning from 2007, the targeted states have …

Impacts Of Islamic And Commercial Banks' Reserves Restrictions On Macroeconomic Parameters Of Sudan (2007-2009), Professor Issam A.W. Mohamed

Professor Issam A.W. Mohamed

The paper analyzes the impacts of Islamic and conventional Banks reserves' restrictions in Sudan. Comprehensively, those restrictions are necessary for health banks, performance and the viability of the macroeconomic performance in any country. The selected period of the analysis (2007-2009) is vital to study impacts of the Global Financial Crisis on the Sudanese economy. The paper introduces available data on banks institutions, macroeconomic policies and the central Bank of Sudan considering its part on controlling money supply and demand besides drawing policies for banks behaviors. It is conceivable from my conclusions here that there are conflicts between conventional and Islamic …

English Skills Raise Wages For Some, Not All, In India, Nishith Prakash, Aimee Chin, Mehtabul Azam

Nishith Prakash

Does it pay to speak English? This column presents evidence from India that being fluent in English increases the hourly wages of men by 34% and of women by 22%. But the effects vary. Returns are higher for older and more educated workers and lower for less educated, younger workers, suggesting that English is becoming a complement to education.

Knowledge, Capabilities And Manufacturing Innovation: A Us-Europe Comparison, Stephen Roper, Jan Youtie, Philip Shapira, Andrea Fernandez-Ribas

Andrea Fernandez-Ribas

This paper presents a comparative analysis of factors contributing to the innovation performance of manufacturing firms in Georgia (USA), Wales (UK), the West Midlands (UK), and Catalonia (Spain). Enabled by comparable survey data, multivariate probit models are developed to estimate how various types of firms’ innovative activities are influenced by links to external knowledge sources, internal resources, absorptive capacity, and public innovation support. The results suggest the potential for mutual learning. For the European study regions there are insights about how universities in Georgia support innovation. For Georgia and Catalonia there are lessons from UK firms about better capturing potential …

A Welfare Economic Analysis Of Labor Market Policies In The Harris-Todaro Model, Gary S. Fields Mar 2010

A Welfare Economic Analysis Of Labor Market Policies In The Harris-Todaro Model, Gary S. Fields

Gary S Fields

This paper presents a welfare economic analysis of the benefits of various labor market policies in the Harris-Todaro labor market model. The policies considered are a policy of modern sector job creation, which I call modern sector enlargement (MSENL); a policy of rural development, which I call traditional sector enrichment (TSENR); and a policy of wage limitation in the urban economy, which I call modern sector wage restraint (MSWR). First, I analyze the inequality effects of these policies. I then perform two welfare economic analyses, the first based on summary measures of labor market conditions (total labor earnings, unemployment, inequality …
